SUMMARY:
The Nursing Director plays a vital role in disease prevention and promoting community
health and safety. They look at health trends, identify health risk factors, and work towards
improving access to health services for all communities. They also work with other health-related professionals and partners, like counselors, epidemiologists, doctors, hospitals, civic groups, community leaders, and others to design and implement health education campaigns and disease prevention activities. They also deliver services to individuals, families, groups, communities, and systems as appropriate.
ESSENTIAL POSITION DUTIES
Ensures programs, such as VFC, comply with local, state, and federal program requirements
Evaluates the effectiveness of the programs through evidence-based evaluative tools
Collaborates with the public health nursing section staff to assure program and agency policy compliance with agency, state, and federal standards
Coordinates public health activities with environmental and public health professionals and investigators from other sections, agencies and jurisdictions
Communicates with government, community, industrial, academic and private organizations to support and promote public health nursing programs
Ensures provider and insurance credentialing for all public health nursing services with the Clinic Coordinator, the billing agent, and payers
Ensures public health nursing documentation, records and reports are maintained and protected in accordance with local, state and federal laws
Prepares activity reports and shares them with staff, board, community members, stakeholders and funders as appropriate
Collaborates in activities such as time studies that contribute to the development of budgets and the efficient use of resources
Identify funding sources for programs, in collaboration with agency staff and outside partners to develop and apply for funding streams
Participates in local, regional, state or federal meetings, conference calls, webinars, trainings and conferences relating to public health nursing as required by position or as directed by Administrator or Health Commissioner
This position will be responsible for using quality improvement (QI) and performance management (PM) processes and/or techniques to improve the effectiveness of the respective public health programs.
Any other duties as assigned by the Health Commissioner or Board of Health that fall within the scope of practice of the registered nurse.
QUALIFICATIONS:
Graduate of an accredited school of nursing.
Registered Nurse. Licensed in the State of Ohio.
Minimum of five years’ experience with one year in management.
Maintain current nursing licensure and valid driving license. Obtain necessary CEU’s and provide documentation to Health Commissioner
KEY COMPETENCIES:
Knowledge of public health nursing standards and procedures, as defined by local, state and federal regulations
Knowledge of public health nursing practices and procedures necessary to safely and effectively render nursing services throughout the General Health District
Knowledge of HIPAA and OSHA regulations to protect the health and personal information of clients and staff
Knowledge or proper vaccine procurement, inventory, storage and disposal
Knowledge of provider and insurance credentialing procedures
Ability to supervise the work of the Public Health Nursing section of the Health Department
Knowledge of personnel policy and procedures
Ability to interpret current directives and appropriately apply the information to patient care in a clinical setting, i.e. vaccination schedules, infectious disease monitoring and treatment
Ability to utilize electronic tools such as email, electronic calendars, word processing software, spreadsheets, databases and desktop publishing software
Ability to use evidence based Performance Management tools to plan, implement, and evaluate multiple objectives within projected time frames
Ability to communicate effectively
Ability to work independently and as part of a team
Ability to foster relationships with coworkers, collaborators and the public
Ability to work quickly, precisely and accurately with detailed information
Ability to multitask, prioritize and delegate tasks as appropriate
Knowledge of Appalachian culture and its impact on job duties
WORK ENVIRONMENT:
Job duties include primarily office work, clinical work, and occasional work in the field. In-state travel is required. Employee must have a valid driver’s license and access to a personal vehicle. Paid holidays, earned sick time, earned vacation time, medical insurance available, life insurance, options for tuition reimbursement, and some flexibility in scheduling are available.
Must be able to lift 50 lbs
Must be able to hear well enough to understand spoken communication
