According to Pentagon Spokesman Eric Pahon , Deputy Secretary of Defense Kathleen Hicks gave closing remarks via video teleconference at the 28th Council of Governors plenary meeting in Washington , D . C . She was joined by several other government officials including the Co - Chairs of the Council , Governor Tim Walz of Minnesota and Governor Phil Scott of Vermont . During the meeting , they discussed various topics such as emergency management , cybersecurity , and workforce issues . Deputy Secretary Hicks emphasized the importance of these meetings for exchanging information and ideas to address national security matters . She also mentioned the Joint Action Plan for State - Federal Cybersecurity Unity of Effort as an example of efforts to improve the nation ' s response to cyber threats . Deputy Secretary Hicks expressed concern about the continuing resolution and the impact it has on advancing national security priorities . The meeting focused on progress made in cybersecurity , emergency management , military matters , and workforce matters . They also discussed strategic budget trends and governors ' views on homeland defense and security in their states . Other senior DoD leaders were present at the meeting as well . Ravi Chaudhary , the Army Staff Director , LTG Laura Potter , the Air Staff Director Lt Gen Scott Pleus , and other representatives from various defense agencies attended the Council of Governors meeting . Rebecca Zimmerman , the Acting Assistant Secretary for Homeland Defense and Hemispheric Affairs , serves as the Executive Director of the Council . The Council of Governors was established in 2010 by executive order and is made up of 10 state governors appointed by the President . They discuss matters related to homeland defense , the National Guard , and civil support . The current members of the Council include Governor Tim Walz , Governor Phil Scott , Governor John Carney , Governor Brad Little , Governor Eric Holcomb , Governor Maura Healey , Governor Gretchen Whitmer , Governor Michelle Lujan Grisham , Governor Henry McMaster , and Governor Mark Gordon . Deputy Secretary Hicks last spoke at the Council of Governors Plenary in July 2023 .
