POSITION SUMMARY: The primary function of the Code Enforcement Officer position is to assist the Director of Community Development Services in all aspects of the Code Enforcement Department, including, but not limited to field inspections, reading and interpreting plans, enforcing City codes, dealing with citizens, taking complaints, etc.
SUMMARY OF ESSENTIAL DUTIES:
Make field inspections of commercial, residential and other construction projects during various phases of construction to ensure compliance with applicable codes. Inspections may include plumbing, mechanical, electrical, framing, footings, etc.
Check to make sure that all licenses of contractors have been obtained and kept current as required by State and local regulations.
Perform related tasks and other duties as assigned.
Read and interpret plans, specifications, and blueprints and computations in the field accurately and with reasonable speed.
Communicate and deal effectively with builders, contractors and the general public on a daily basis.
Take and deal with complaints from the public, investigate and inspect public nuisances concerning neglected property erosion control and other public nuisances and enforce the Property Maintenance Code as adopted by the City Code of Ordinances. Will be required to contact property owners concerning code violations.
Assist other co-workers and/or City departments as needed.
MINIMUM QUALIFICATIONS
Applicant must have the following qualifications:
Ability to receive, relay, and transfer information accurately.
Ability to promote and maintain harmonious and effective working relationships with the public, co-workers, and all City employees.
Ability to plan and coordinate the work duties.
Ability to handle contacts well, in person and on the telephone.
Ability to communicate effectively, verbally and in writing.
Ability to comprehend and follow written and verbal instructions.
Ability to read, understand and communicate fluently in the English language.
Ability and willingness to maintain strict confidentiality.
Possess good working knowledge of the various City departments, their duties and responsibilities.
Possess willingness to learn terminology used in the building trade, both residential and commercial.
Possess computer skill while performing daily working activities.
Possess thorough knowledge of Business English, spelling, punctuation, arithmetic, and vocabulary.
Ability to make mathematical calculations and computations in the field accurately and with reasonable speed.
Ability to read and interpret plans, specifications and blueprints and compare them with construction in progress.
Ability to multitask with efficiency.
Ability to pass required certification examinations and obtain various state inspector licenses.
Possess willingness to attend continuing education courses throughout the year, possibly out of town and overnight.
Possess willingness to assist management, co-workers, and citizens as necessary.
Must possess and maintain a valid Oklahoma driver’s license and have driving record satisfactory to City’s insurance carrier.
Possess high school diploma or equivalent.
Must be able to pass background screening.
Must be able to pass drug/alcohol screening.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Applicant must be able to meet the following working conditions and physical requirements:
Ability to work inside and outside the office on any given day.
Ability to perform work in all kinds of weather conditions and be able to maneuver between partially completed phases of constructions, etc.
Ability to walk rugged terrain.
Ability to work with stress factors, such as deadlines, multiple tasks, simultaneous tasks, customer relations, etc.
Ability to pull, push, or lift and carry a minimum of 25 pounds of weight.
Required to follow general office safety procedures at all times.
Required to use hands and fingers to operate office equipment and type.
Hearing sufficient to understand conversations in noisy environments and over the telephone.
Specific vision abilities to include close vision, distance, color and peripheral vision, adequate eyesight to read computer screens, perform detail work, as well as the ability to adjust and focus.
Ability to work independently with little supervision.
Must possess mental acuity for attention to detail and accuracy.
