The Biden - Harris Administration is taking steps to improve higher education and Federal Student Aid programs . The U . S . Department of Education released six issue papers covering various topics , which will be discussed in the first meeting of the Institutional Quality and Program Integrity Committee . These papers propose holding accrediting agencies and state authorizing agencies accountable for providing quality education , creating student - friendly policies for accessing aid , and expanding eligibility for TRIO programs . The administration is committed to ensuring colleges deliver on their promises and that financial aid helps students achieve their goals . The committee will address topics such as cash management , return of funds , accreditation , and state authorization rules . We ' re looking to address the requirements for state approval and licensure , as well as state authorization reciprocity agreements , to make sure we ' re properly overseeing institutions . We want to update the Distance Education rules and gather better data on student outcomes and protect them in case of college closures . We also want to strengthen our oversight of distance education programs . We ' re expanding participation in the TRIO programs to more students from disadvantaged backgrounds . Our committee includes representatives from different groups and we ' ll be hearing input from them and the public during the rulemaking process . We ' ll be refining our proposals and meeting again in February and March . You can find more information and updates on our website . This is part of the Biden - Harris Administration ' s efforts to protect students , hold colleges accountable , and make education affordable for all .
