The Utility Billing Clerk plays a vital role in processing utility payments and welcoming citizens to the utility collection office. Responsibilities include handling cash transactions, billing utility customers, providing reception services, and performing various clerical duties with some degree of independent judgment. This is a full-time position with medical, dental, vision, retirement, and other benefits available.
Duties and Responsibilities:
Utilize the Incode computer program for billing, payments, and generating reports.
Receive payments for bills via mail and in person, ensuring reconciliation with the bill.
Record payments, issue receipts, and provide change when necessary.
Manage cash drawer operations including opening, closing, and balancing against daily receipts.
Maintain accurate records of collections and enter data into computerized systems.
Prepare daily summary sheets.
Resolve payment-related issues such as unsigned checks and incorrect payments.
Address inquiries and complaints from citizens and utility customers in a courteous manner.
Create work orders for utility crews as needed.
Assist with inquiries regarding utility services.
File reports, records, and correspondence accurately and retrieve information as necessary.
Adhere to safety practices and procedures in daily work activities.
Perform additional duties as assigned by the Head Billing Clerk or Finance Director.
Regular attendance at work.
Skills and Qualifications:
Basic mathematics skills.
Familiarity with modern office practices and procedures.
Understanding of utility billing policies and practices.
Proficiency in operating office equipment including adding machines, computers, and copy machines.
Knowledge of the Microsoft Office Suite.
Ability to follow written and oral instructions.
Strong attention to detail in handling money and maintaining financial records.
Effective communication skills and ability to work collaboratively with colleagues.
Diplomatic approach in dealing with the public.
Typing proficiency and computer literacy.
Experience with filing and retrieving information from established systems.
Must be bondable.
Working Conditions/Physical Requirements:
Exposure to challenging interactions with citizens, requiring tactful handling.
Subject to daily stressors inherent in the role.
Ability to manage and account for large sums of money.
Work primarily indoors, involving extended periods of sitting, standing, walking, or using a telephone.
Exposure to light and glare from computer terminals.
Background noise from office equipment.
Work in a confined area with frequent interruptions.
Vision required for reading and reviewing written materials.
Clear hearing and speech abilities for effective communication in English, both in person and by telephone, in a semi-noisy environment.
