GENERAL DESCRIPTION OF POSITION
The incumbent performs technical and professional work associated with the functions of the City's Current Planning Division.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Assists the Current Community Development Director in reviewing development plans for the City.
2. Reviews and processes zoning, short form plats, preliminary plat, and final plat applications for completeness, including collection and calculation of data for compliance with zoning and subdivision regulations.
3. Reviews and processes Board of Adjustment applications, planning commission applications and historical preservation applications.
4. Writes staff reports, prepares documents; attaches documentation for review and forwarding to the Community Development Director. Makes recommendation to the Supervisor and/or Developer, applicant.
5. Evaluates and reviews regulations concerning zoning, building permits, subdivision regulations, certificate of occupancies, landscaping requirements, and other activities related to the Community Development Department.
6. Will assist when needed with Code Enforcement complaint reporting and reporting messages to the code enforcement division.
7. Reviews building permits for compliance with the City codes and completeness. May issue some building permits at the discretion of the Chief Building Official. May assist the Chief Building Official in any permitting and review as needed and directed.
8. Oversees and runs all commission boards and meetings for the Community Development Department.
9. Corresponds with citizens, developers, firms and public officials to provide information regarding zoning, subdivision and code regulations.
10. Assigns addresses to locations and informs proper offices.
11. Works with applicants/developers to obtain right-of-way and easement documents for various projects.
12. Maintains list of all zoning changes and makes yearly zoning map updates with engineering teams.
13. Write and update ordinances as needed and directed by the Community Development Director.
14. Files and catalogues blueprints and building plans as needed into electronic database.
16. Will step in as permit tech for breaks, lunch and vacation when needed to ensure continuity of services for the department.
17. Will assist with walk in customers to answer building permitting, code enforcement and development questions when assistance is needed by the Permit Tech.
18. As needed will assist the Community Development director with tasks as assigned and special projects within the city.
19. Will assist when needed to answer the phone and take calls for the department. Include scheduling and payment for permits and development related costs.
20. Perform any other related duties as required or assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION AND EXPERIENCE
Technical degree in such disciplines as Planning and/or 3 years related experience and/or training, or equivalent combination of education and experience.
COMMUNICATION SKILLS
Ability to write reports, business correspondence, and policy/procedure manuals; Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to effectively communicate with staff and the general public while maintaining professionalism.
CRITICAL THINKING SKILLS
Ability to solve practical problems and deal with a variety of known variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, or diagram formats.
PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS
Certification from the American Institute of Certified Planners is preferred or obtained within five (5) years of appointment.
SOFTWARE SKILLS REQUIRED
Intermediate: Spreadsheet, Word Processing/Typing
