JOB SCOPE
The Baseball umpire is responsible for officiating and controlling the baseball game as delineated in the latest Official Baseball Rules Book and By-Laws of the Belleville Parks and Recreation Department's Baseball Leagues.
All umpires are directly responsible to their League Commissioner.
Please remember that you are an employee of the Belleville Parks and Recreation Department and that you represent the league and organization sponsoring the game in which you are officiating. Your job is to supervise the game and render decisions impartially. Please give special attention to the following:
RESPONSIBILITIES AND DUTIES

Knows the rules, correct positions, and your responsibilities.
·
Be punctual.
Arrive 15 minutes prior to game time
. Start games on time and keep the game moving, and avoid games being called because of darkness. Umpires and/or League Commissioner will make the decision as to whether or not a diamond is playable.
·
Be neat in appearance. A Department staff shirt and athletic shorts or pants are to be worn. No cut-offs. Be courteous in attitude.
·
Avoid confusion with ground rules. Make sure that you can apply each one accordingly. Then see that, prior to the game, each team understands your interpretations.
·
If and when the "ten-run rule" comes into effect, the umpire will continue the game when asked to do so by both team managers. The game will be continued on a practice basis only, and will not change the official score.
·
A fifteen-minute forfeit time is allowed. No exceptions.
·
Responsible for placing and removing bases.
·
When not able to work, please contact one of the substitutes on the list to take your place or notify the Baseball League Commissioner. Be considerate in the amount of time you allow for notification.
·
Under no circumstances should you make adverse comments about your colleagues either on or off the field.
·
Receipt, care and returns of all equipment issued for the baseball season.
·
Maintains effective public relations with the news media.
·
Enforcement of all department, city and school regulations through full cooperation with the law enforcement agency of the city.
·
Ensures that the playing schedule is successfully completed.
·
Insists upon good sportsmanship and conduct from all managers, coaches, players and spectators. May bar any player, manager, coach or spectator from the playing field if their conduct is deemed detrimental to the best interests of the league.
·
Be available at all times to answer all questions and settle any discrepancies pertaining to the league.
·
Reports all damaged or missing equipment to the Baseball League Commissioner for repair or replacement.
·
Umpire-in-chief will work behind the plate.
·
Maintains strict discipline but does not take unfair advantage of authority.
·
Be ever mindful that the instruction, welfare and growth of the player must be the primary factor in making decisions.
·
Wears appropriate dress attire.
·
Adheres to proper safety techniques and utilizes safety equipment.
While on duty, cell phones may be used to communicate with supervisors or in the event of an emergency.
