Job Summary
Under the direction of the Director, administers and supervises the daily operation of the Recreation Department according to the policies established by the Park and Recreation Advisory Board and the City of Belleville. The position will assume the Director’s duties in his or her absence.
Job Scope
Supervises full time, part time, and volunteer personnel. Assists with the development of annual department budget for Council approval. Monitors budgets and recreational programs and facilities.
Principle Duties and Responsibilities
Plans, organizes, and directs current programs, expansion of programs, program equipment maintenance, utilization of facilities including the Nichols Community Center and the recreational components of the Southwestern Illinois Justice and Workforce Development Campus.
Directs and accounts for expenditures of funds in accordance with budget appropriations in the Recreation budget with Director guidance.
Assists in the preparation and justification of the Recreation budget; controls and monitors departmental expenditures and revenues.
Recruits, selects, and supervises departmental personnel. Assists other professional staff with the supervision of part-time staff and volunteers.
Maintains records of Recreation operations, programs, personnel, inventories, and public usage of facilities.
Provides advice and technical assistance to the Park Board. Attends monthly Park Board meetings. As needed, attend City Department Head meetings and City Council meetings.
Determines the future and present needs for areas, facilities, and programs. Prepares short-term and assists with developing long-term comprehensive plans to meet the Recreation Department and Community needs.
Under guidance of the Director, assists in acquisition, planning, construction, improvement, and maintenance of all areas and facilities within the department.
Develops and maintains cooperative working relationships with other governmental agencies, public agencies, service groups.
Solicits donations and sponsorship for departmental programs and services.
Works in conjunction with other City staff to prepare federal, state, and county grant applications.
Maintain positive work atmosphere by behaving and communicating in a manner which promotes good working relationships with customers, co-workers, and other city staff.
Promotes departmental activities through local media, newspapers, websites and speaking engagements.
Serves on community committees regarding recreation, tourism, beautification, and development activities as needed.
Prepares bid specifications for equipment, services and supplies for department.
Performs other duties as assigned.
