DISTINGUISHING FEATURES OF CLASS
Under the direction of the Director of Risk Management and the Risk Manager, performs specialized work in risk management including, for example, occupational health, safety, risk assessment, etc. Responsible to perform work related to supporting the City of Waukegan Risk Management according to applicable federal, State, and local laws and regulations. The employee in this position must be highly motivated to learn new systems and to seek innovative ways of providing quality service and increase safety within the City. This position is under moderate supervision.

ESSENTIAL JOB DUTIES

Develops and conducts safety training programs for various departments including developing training manuals and training aids.
Assists with ensuring that department safety programs are in compliance with all federal, State, and local laws and regulations.
Coordinates and tracks compliance with training requirements, such as annual safety training and Defensive Driving.
Assists with the development, implementation, and evaluation of the emergency action plan including providing staff training.
Interacts with Supervisors to identify and correct unsafe conditions or work practices.
Chair the Health and Safety Committee.
Coordinates with Facilities Manager regarding building safety inspections for the collection and retention of reports for regulatory review.
Coordinates safety drills, including fire and tornado drills per applicable federal, State, and local laws and regulations.
Coordinates updates to the SDS.
Works closely with City employees to cultivate a positive safety culture within the City of Waukegan.
Assists with the day-to-day operation of the Risk Management Department.
Assist Risk Manager with Annual Liability Insurance plan renewal process.
Assist Risk Manager with tracking Workers’ Compensation claims.
Assist Director of Risk Management with monthly report.
Assists with Accident and Work Injury committees, chair committee meetings in the absence of the Risk Manager.
Assist with electronically reviewing a subset of newly processed documents, identify potential duplicate documents in the existing document repository.
Assists with establishing and maintaining files, records, accounts, or charts for areas of responsibility; maintains office supply inventory.
Assist with processing and tracking notifications, invoices, and payments required to fulfill requests.
Interacts with other departments, customers, and the public by telephone, in-person, or fax/email.
Provide results in accordance with customer guidelines.
Assists with accreditation records maintenance as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of acceptable practices and standards in risk management including knowledge of safety principles and practices; patient safety risk assessment; and applicable federal, State, and local regulations governing the principals and practices of effective loss prevention, patient safety risk assessment and improvement, and management programs.
Desired skills include excellent time management; written and verbal communication; preparing complex reports; multitasking; and maintaining effective working relationships with the public, employees, and other labor relations.
Ability to maintain a positive and open attitude to change; rea, analyze, and interpret complex documents, such as administrative policies, procedures, and OSHA regulations; work effectively with diverse groups of people; understand and carry out instructions furnished in written, oral or diagram form; and maintain privacy and confidentiality of departmental documents and situations encountered on the job.

Sitting 90% performing office equipment functions
Standing 9% interacting with co-workers and Department Heads to fulfill daily functions
Bending 1% bends, kneels, crouches, and lifts objects
WORK ENVIRONMENT

Works in a climate control office on a regular basis with seldom-outside weather conditions affecting the work requirements and experiences moderate noise levels.
Social conditions are regularly working alone with minimal supervision. Frequently works with others. Regularly works under deadlines.
MINIMUM REQUIREMENTS
The incumbent must possess the following minimum requirements in order to perform the essential job duties.
Bachelor's degree or equivalent from an accredited college or university with concentration in risk management, safety, insurance, or business administration; or three years of progressively responsible experience in occupational health or safety training; or equivalent combination of training and experience that provides the required knowledge, skills, and abilities.
Experience with Microsoft Excel, Word, Outlook, and accounting software such as QuickBooks.
Excellent analytical and organizational skills with accuracy and attention to detail. Needs to be trustworthy with a proven ability to appropriately handle confidential information.
Ability and willingness to complete tasks within assigned deadlines.
