General Description:
This position coordinates with the Public Works Management Team and is responsible for developing and maintaining programs that will ensure that Public Works is required to ensure all safety needs within Public Works are being met. This employee will also conduct necessary training to require for compliance with MSHA and Dots.
For our staff via arranging for onsite training, external training or online training and shall develop a records keeping system for documenting said training; the incumbent shall be responsible to work with the Public Works Management Team to maintain and keep current detailed list of areas in which Public Works is required to maintain records or submit compliance reports to internal and external agencies and shall research each specific area to ensure we are meeting the intent of the specific program. The incumbent shall develop and maintain, in conjunction with the Public Works Management Team, a training program that provides adequate training on new equipment, new programs, ongoing required programs and area specific training requested by Public Works Management.
Essential Duties and Responsibilities:

Acts as the department resource for all safety/injury prevention/reduction activities.
Provides information to necessary parties for vehicle and equipment accidents and assists with insurance adjuster estimates (e.g. insurance companies, HR, Director, managers).
Investigates all department accidents and safety incidents and generates and documents reports.
Analyzes financial impacts of accidents.
Assists with proper documentations for Workers Comp claims and necessary updates.
Assists with Standard Operating Procedures (SOP’s) for safety practices and procedures, including updating procedures and implementing SOPs.
Conducts safety training on CDL, DOT and MSHA requirements and develops safety training according to established and newly implemented procedures.
Ensures all CDL requirements are met.
Maintains a hazardous materials training program.
Arranges for CPR and First- Aid training.
Conducts a wide variety of routine and requested safety inspections for equipment and grounds, pits, worksites and shops.
Schedules and conducts new hire safety orientations, including applicable, Clearinghouse, equipment training and testing.
Assists with safety policies and procedures in conjunction with the Director of Public Works.
Maintains DOT and MSHA files to include required documents.
Monitors safety procedures and the use of safety equipment by employees and routinely reports findings to district supervisors and division managers.
Maintains records that require compliance monitoring and reports to internal and external agencies such as DRMS, MSHA, and DOT.
Develops and implements a routine for accurate recordings of employee required documents.
Conduct periodic announced/unannounced inspections of compliance areas to ensure compliance and safe operations are being conducted.
Provide a quarterly report to management on status of CDL license, medical cards and physical requirements.
Additional Job Duties
Prepare and maintain Toolbox Talks
Assist Designated Employer Representative (DER) to meet DOT/CDL and Non-CDL requirements including scheduling pre-employment testing, random testing and non-typical collection requirements.
Assists with pit reclamations are being maintained and updated and payment is being processed.
Assists with Emergency Support Functions (ESF 1 and ESF 3) and updating response procedures.
Reviews and implements FMCSA and FEMA rules and regulations.
Works with Fire Departments to maintain proper fire extinguisher safety.
Maintains supplies of PPE including Uniforms, Boots, Safety PPE and Shop Safety supplies.
Assists Purchasing Agent with Safety Supply ordering.
Point of Contact with CTSI for safety and inspection coordinating.
Provides CTSI training.
Maintains inspection sheets and documentation of completions.
Inspect portlets are being properly provided and maintained.
Assist with fuel tank inspections.
Hours:
The normal work week is Monday through Thursday 6:00am to 4:30pm.
Additional hours may be required to facilitate the Contractor schedule.
Some evenings, weekends and holidays may be required.
Nature of Contact with others required for successful job performance:
This position requires contact with citizens, contractors, vendors, developers and representatives from governmental agencies to exchange information on a daily basis.
This position will have contact with the employees of Park County on a regular basis in the field and office.
All employees shall act in a courteous and professional manner at all times while on duty and shall present a professional appearance consistent with assigned tasks.
All Employees shall become familiar with and follow the chain of command.
Responsibility for Property, Materials, Money and Confidential Information:
This position is responsible for the equipment and materials used during job performance.
The use of Park County vehicles and equipment is provided only for the purpose of performing tasks related to Park County Public Works.
Maintains confidential employee files related to DOT and MSHA.
Work Environment/Physical Activities:
The Safety, Training and Compliance Specialist reports to the Fairplay Office.
The work environment is typical of an office, materials testing laboratory, pits and construction sites.
While performing duties of this job the employee may occasionally be exposed to outdoor work in varying conditions including rain, snow, ice and extremes in temperature.
The ability to lift and carry up to 50lbs on occasion.
Personal protection equipment (PPE) will be provided to employees as required.
