The Town of Portola Valley received a welcome letter from the State Department of Housing and Community Development ( HCD ) on January 30 , 2024 . HCD’s letter states the 
   Town’s Housing Element , adopted by the Town Council at its regular meeting last Wednesday , January 24 , 2024 , is in substantial compliance with State Housing Element Law and that it addresses the statutory requirements that were outlined in HCD’s July 24 , 2023 letter . With a Housing Element found in substantial compliance and no further modifications needed , the Town can now focus on the implementation of the programs that support the goals and policies of the Housing Element .
