Adopted Housing Element Submitted to HCD
The modified 2023 - 2031 Portola Valley Housing Element ( HE ) , was adopted by Town Council on January 24 , 2024 , via resolution and submitted to the California Department of Housing and Community Development ( HCD ) on January 26 , 2024 .
This version of the HE incorporates changes made in response to the July 25 , 2023 , letter submitted to the Town by HCD after a formal review of HE Draft #3 and in response to preliminary feedback from HCD dated January 8 , 2024 , based on an informal review of the Town’s Draft #4 HE . All changes made are necessary to bring the HE into substantial compliance with State Housing Element Law .
The modifications reflected in this redlined version of the HE , are the efforts of the Town’s HE consultant team and Town staff , who have engaged with HCD staff in an on - going effort to craft a HE that reflects the uniqueness of Portola Valley yet is compliant with State Housing Element Law requirements . A complete matrix that summarizes the comments from HCD and the proposed responses is also available along with the HE .
This HE is now being considered by the HCD . A response to the Town is statutorily required to be delivered by January 31 , 2024 .
