Town Manager
The Town of Nolensville would like to welcome our new Assistant Town Manager , Chuck Downham . He has over 37 years of municipal management , planning , and project management experience in both the public and private sector . Prior to joining our team , Chuck served as a Municipal Management Consultant for three years with the University of Tennessee’s Institute for Public Service – Municipal Technical Advisory Service ( IPS - MTAS ) providing technical assistance to municipalities in southern middle Tennessee . He also recently served as the Assistant City Administrator for the City of Spring Hill , Tennessee where he provided management oversight in the areas of development services , capital improvement planning , project management , and municipal operations . Chuck has served several other cities in Tennessee over his career in a variety of roles including Tullahoma ( Planning Director , Municipal Services Director , and City Administrator ) , Collierville ( Town Planner and Interim Development Director ) , and Lakeland ( Growth Management Director ) . Chuck received a Bachelor of Art degree with honors and a Master of Science in Planning degree from the University of Tennessee . He is a long - standing member of the American Planning Association ( APA ) and the TN Chapter – American Planning Association ( TAPA ) where he has served as Chapter Treasurer and was recently inducted into the Tennessee Planning Leadership Council . He is an active member of the Tennessee City Managers Association ( TCMA ) serving on the Legislative Committee . We are so excited to have Chuck as a member of our team and we know that he will bring knowledge , experience , and professionalism to our Town .
The Town of Nolensville was recently given a grant from the Tennessee Department of Environment and Conservation which is aimed at using State American Rescue Plan funds to implement water , wastewater , and stormwater infrastructure maintenance and improvement projects . We have selected a consulting engineering firm , Neel - Schaffer , Inc . , to perform a Town - wide inventory and condition assessment of Nolensville’s stormwater assets , develop a Town - wide stormwater study , and develop plans for stormwater capital improvement projects resulting from the study’s recommendations . Teams of personnel will be seen around Nolensville collecting information on the Town’s stormwater system . They will be wearing bright - colored vests and carrying iPads and survey equipment to collect information on the storm infrastructure between March 20 and mid - June . The Town of Nolensville is seeking public input on the Town’s first10 - year parks and recreation master plan . This plan will outline priorities for Nolensville’s parks and recreation system for the next 10 years and is a requirement for the Town to receive grant funding from the state . Join us Monday April 8th from 5 - 7pm at Nolensville Town Hall to see the plans and give us your feedback . This will be open - house style event set - up with vision boards containing highlights from each section of the Master Plan . The input received from the community will help guide the recommendations in the Master Plan and help shape the future of Nolensville’s parks .

Police Department
This week , the Nolensville Police Department worked on several long - term investigations and new criminal cases as they were reported .
On Friday , Nolensville officers attended the retirement of CID Captain David Beard from the Williamson County Sheriff’s Office . We’d like to congratulate and thank Captain Beard on his achievements and a 36 - year career in law enforcement .
The Nolensville Police Department is in the process of applying for a grant from the Tennessee Highway Safety Office ( THSO ) . This year , we are applying to purchase communication equipment for our patrol vehicles . This equipment will allow patrol officer to communicate with our dispatch center more efficiently , allowing the cellular upload and download information from the different equipment to occur within the vehicle . This grant funding will also allow officers to conduct extra patrols in areas that see higher rates of speeding , traffic violations , and crashes .
The Nolensville Police Department is transitioning to new , less lethal/de - escalation equipment for the officers on patrol . This equipment is designed to de - escalate situations and/or reduce the potential for injury to officers or others . In the next few weeks , officers will receive training on de - escalation and the proper methods of deploying this new equipment .
Congratulations to Officer Billy Duenez who has been promoted to Patrol Shift Sergeant . Billy has ten years of local law enforcement experience . He is bilingual and is working hard to finish his Criminal Justice Degree . Sergeant Duenez serves on the night watch where he replaces Sergeant Tim Pickle who recently took a job with the Tennessee Highway Patrol .

Engineering Department
This week , we issued a grading permit for the proposed Peyton’s Place subdivision located at 9923 Maxwell Lane . Our team also met with engineers from Raga Smith and the Nolensville College Grove Utility District to discuss water line relocations associated with the Sunset Road widening phase 3 project .
Public Works Department
This week we finished a speed study on Ballenger Drive . Our team selected locations in Telfair for “No Parking” signage that will be installed next week . These locations will be called in for utility markings and following that , we will complete the installation .
Planning Department
On Tuesday March 19th , the Planning Commission approved the proposed Site Development Plan for the Nolensville Free Standing Emergency Room . The building will be 11 , 484 sq . ft . , located on approximately 11 acres at 2000 Ava Place . This addition to the Town will ensure that our citizens have easy access to emergency services . Freestanding Emergency Room services include 24/7 adult and pediatric emergency care , emergency - trained physicians and nurses , and dedicated exam/trauma rooms .

Blasting in and around Nolensville seems to be a regular occurrence these days . Unfortunately , the Town of Nolensville has no regulatory authority over the companies conducting this work .
