Today , the U . S . Department of Housing and Urban Development ( HUD ) announced that they are giving out $73 . 5 million in loans and grants to support energy efficiency and climate resilience upgrades for nearly 1 , 400 low - income families . This is part of President Biden ' s plan to invest in America . The funding will go towards improving the safety , efficiency , and resilience of homes in HUD - assisted multifamily properties . The announcement was made at Stuart Gardens apartments in Newport News , VA , which is one of the properties receiving funding . So far , HUD has given out over $368 million in similar awards to improve homes for low - income households , seniors , and people with disabilities . HUD Secretary Marcia L . Fudge stated that this program ensures that low - income families are included in the conversation about climate change and have access to clean energy upgrades . John Podesta , Senior Advisor to the President for International Climate Policy , added that these awards will improve the quality of life for thousands of low - income families . The Green and Resilient Retrofit Program was established through President Biden ' s Inflation Reduction Act , which provides funding for efficiency and resiliency improvements . These investments align with the Administration ' s Justice40 Initiative to deliver benefits to disadvantaged communities . We ' re gonna make these homes more eco - friendly and able to withstand extreme weather . The grants and loans announced today are part of HUD ' s GRRP program , which requires property owners to commit to green building certifications . These certifications recognize big upgrades like solar power and energy efficiency improvements . This award for Stuart Gardens will help make the property more efficient and resilient for the families and community . This program is investing in homes and communities to make them healthier and more resilient in the future . There are 10 properties receiving awards , ranging in size . Most are supported by HUD ' s rental assistance program . The GRRP program is focused on investing in energy efficiency , renewable energy , climate resilience , and low - carbon materials in affordable housing communities . Property owners can apply for funding in three different categories . HUD will be going through applications in one category each month until all funding is used up . They will be announcing awards regularly throughout 2024 . Additionally , the Inflation Reduction Act has introduced HUD ' s Energy and Water Benchmarking Service , which is now available for properties that receive rental assistance from its Multifamily project - based programs . This free service gives property owners data on their energy and water usage to help them find ways to improve efficiency . Property owners can also use this information to assess potential rehabilitation projects that could qualify for funding from the GRRP or other sources .
