The Department of Labor and the Office of the US Trade Representative have found that workers ' rights have been denied at the Tizapa mine in Zacazonapan , Mexico . This is the 22nd request under the Rapid Response Labor Mechanism of the US - Mexico - Canada Agreement ( USMCA ) . As a result , the Interagency Labor Committee for Monitoring and Enforcement has requested the Mexican government to conduct a review . The request comes after a petition was filed by the Sindicato Nacional de Trabajadores Mineros , Metalúrgicos , Siderúrgicos y Similares de la República Mexicana , also known as Los Mineros . The petition alleges that Industrias Peñoles violated workers ' freedom of association and collective bargaining rights at the mine . The USMCA committee found sufficient evidence to support the workers ' claims and initiated the review . The US government aims to address these violations and ensure appropriate remedies are provided . The Mexican government will have 10 days to decide whether to conduct a review and 45 days to investigate the claims . The Tizapa mine has been operating since 1994 and produces zinc , gold , silver , and lead ores . The mine is owned by Industrias Peñoles , Dowa Mining , and Sumitomo Corp . Tizapa is one of Mexico ' s top zinc mines , with around 580 workers . Find out more about the department ' s global projects .
