Highlights from Feb . 21 Council Work Session
The Chapel Hill Town Council met for a work session on Wednesday , Feb . 21 . View the

Highlights from this meeting included:
Rewriting Our Rules: A LUMO Update Council received a presentation from Planning Department staff about the ongoing project to comprehensively update our Land Use Management Ordinance ( LUMO ) .
Staff shared an update on communications and engagement , including a forthcoming communications campaign , a forthcoming project website , additional public information meetings , more stakeholder meetings , and a schedule of topics for upcoming work sessions .
Staff reviewed some key concepts associated with LUMO , including the state ' s authority to regulate land use , the relationship of LUMO to the Town ' s Zoning Map , ways to promote small - scale commercial uses , and the landscape of housing in a college town .
Staff and Council engaged in policy discussions in several key LUMO areas , including by - right development , regulation of specific uses like drive - throughs and shelters for people experiencing homelessness , Resource Conservation Districts , and tree protection .
Community Partners: Apply for Support to Create Affordable Housing in Chapel Hill
We welcome community partners to apply for support for their affordable housing projects in Chapel Hill . We will release up to $800 , 000 this month .
Applications are due Monday , March 18 at 12 p . m .
Eligible uses of this funding include:
Acquisition or land banking
Planning for future development
New construction and redevelopment
Home repairs
Homebuyer , relocation , and rental assistance
Infrastructure , demolition , and site improvements
In the last five years , the Town has deployed more than $22 million to affordable housing . which is anticipated to support the development of over 350 affordable homes and the preservation of more than 1 , 000 affordable homes in Chapel Hill .
Town staff will present a recommended funding plan to the Town Council for final approval in April 2024 .
The Town’s Affordable Housing and Community Connections Department plans to hold a virtual information session for potential applicants on Thursday , February 28 at 1:00 p . m . Email Emily Holt , Affordable Housing Manager , at

Meet a planner at the Chapel Hill Farmer ' s Market! Staff will be at the market this Saturday , Feb . 24 from 10 a . m . to 12 p . m . They ' ll be there to share information about Rewriting Our Rules: A LUMO Update .
This project will update the land use rules that shape our community . It ' s one way to achieve the Town ' s goals of a more connected community , more protections for the environment , and more options for community members to live , work , and play .

Homestead Aquatic Center Closed until March 3
Homestead Aquatic Center remains closed until March 3 for annual maintenance and repairs .
During this time , the Chapel Hill Community Center Pool has extended hours:
Monday - Friday: 5:30 a . m . to 8:30 p . m .
Saturdays , 9 a . m . to 7 p . m .
Sundays , 12 to 7 p . m .
Drop - in times are available for pass holders and residents to enjoy lap swimming and independent water fitness .
