☷CSB Applauds Washington State New Refinery Safety Regulation

   On January 5 , 2024 , the U . S . Chemical Safety and Hazard Investigation Board ( CSB ) praised the Washington State Department of Labor and Industries ( L&I ) for implementing a new regulation to enhance process safety management at petroleum refineries in Washington State . The CSB had investigated a tragic explosion and fire at the Tesoro Anacortes Refinery in 2010 , which resulted in seven fatalities . As a result of their findings , the CSB had recommended three measures to improve Washington ' s Process Safety Management program to the Governor and Legislature of the state . CSB Chairperson Steve Owens stated that the new rule , which will be effective from December 27 , 2024 , incorporates most of the CSB ' s recommendations and introduces important safety requirements for petroleum refineries across Washington . The rule is based on a similar regulation in California and will necessitate employers to conduct damage mechanism reviews , hierarchy of hazard control analyses , and root cause analyses after significant accidents . The CSB does not issue citations or fines , but instead offers safety recommendations to companies , industry organizations , labor groups , and regulatory agencies .
