Description
Would you like to have an impact on the built environment while advocating for an excellent design within planned communities? If so, the Prince George’s County Planning Department of The Maryland National-Capital Park and Planning Commission is seeking an experienced Planner IV to join our planning team. The Department provides land use planning for the physical development of Prince George’s County, Maryland.
As the second most populous county in Maryland, Prince George’s has a population of approximately 900,000 residents with 15 Metro Rail Stations and is home to The University of Maryland at College Park, WMATA Headquarters, UMD Capital Region Medical Center, U.S. Census Bureau, U.S. Department of Agriculture, Internal Revenue Service (IRS), NASA Goddard Space Flight Center, and Joint Base Andrews Air Force Base. Prince George’s County also has many attractions, such as FedEx Field, National Harbor, and Six Flags Amusement Park. Examples of Important Duties
The individual in this position will be a seasoned planner with expert proficiency in the areas of land use, zoning, and/or urban design, capable of reviewing and analyzing development proposals, managing ongoing processes related to the assigned cases, including variances, and serving as a high-level consultant specialist providing leadership in Zoning and Urban Design analysis. Primary duty will be the review of applications for conformance to the County Code, including Zoning and Subdivision regulations for complex or contentious projects that require extensive coordination, negotiations, and navigation of obstacles. This includes coordinating a Departmental recommendation on each application and various inquiries. The workload will include policy analysis and may include expert review of all types of development applications, such as rezoning cases, site plans, special exceptions, departures, certified nonconforming uses, and subdivisions, as well as providing zoning expertise to planning teams. The candidate must have superior plan review skills, particularly with engineered site plans. In addition, the candidate must have an exceptional understanding of land use planning and urban design. Other duties may include participation in master plans or sector plans and working as the leading urban design expert on an interdisciplinary project team.
Requires negotiating solutions and making effective presentations on complex and controversial topics before public groups and in public hearings. Must possess strong oral, written, and visual communication skills, critical thinking skills, innovative problem-solving skills, and the ability to work well with people. Ability to express planning and design principles verbally, graphically, and in writing is essential. Combined public/private experience is preferred but not required.
Under very general direction, Planner IV applies land use planning, urban design, and expert knowledge of the development review process, as well as professionally performs the following primary duties and responsibilities:
Collaborates with the Planning Board, Zoning Hearing Examiner, County Council, and/or other high-level public officials to resolve complex planning-related public policy issues regularly within the area(s) of expertise.
Serves as an internal consultant to senior management and professional colleagues on planning issues.
Analyzes and provides recommendations regarding proposed state and local legislation affecting specific planning programs.
Prepares, presents, and reviews items to be presented before the Planning Board and District Council.
Provides consultation with developers, attorneys, architects, engineers, governmental agencies, and the public about planning and design-related issues.
Serves on Commission, County, and State Committees that exist to promote, review, or coordinate various aspects of the planning function or whose activities may impact the planning function.
Develops formal and informal partnerships with other recognized government, academic, and private sector organizations within a field of expertise.
Full participation in interdisciplinary planning teams as a leader and expert in zoning and urban design matters.
Relays land use plans to development review regulations using innovative problem-solving skills and strong leadership skills.
Effectively communicates planning and design principles verbally, graphically, and in writing.
Utilizes superior negotiation skills and provides thorough planning recommendations for quality urban design.
WHAT YOU SHOULD BRING:
The ideal candidate for the Planner IV position will possess:
Strong analytical skills, outstanding communication skills, and the ability to provide a directly related innovative approach to urban design/planning.
Expert knowledge of landscape architecture, architecture, environmental science, and/or urban design/planning techniques.
Certification from the American Institute of Certified Planners (AICP), American Institute of Architects (AIA), or Registered Landscape Architect (RLA)
Demonstrated ability to manage or facilitate complex, multi-year projects involving an array of stakeholders, sensitive political issues and challenges, and diverse communities.
Ability to work with all levels of government and established communities in a diverse, innovative planning environment.
A combination of public and private experience is preferred.
Minimum Qualifications
Bachelor’s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics, or any related field.
Six (6) years of progressively responsible professional-level planning experience, including project consultation and coordination.
An equivalent combination of education and experience may be substituted, which together total ten (10) years.
Valid driver’s license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

The M-NCPPC offers a competitive salary range of $77,494 to $139,785 at the Planner IV level (
salary is commensurate with education and experience
