   POSITION SUMMARY:
   This Engineering Specialist III position functions as a Project Manager, performing professional architectural and engineering work at the staff level. The duties associated with this role are in accordance with overall project management and onsite construction management. The responsibilities assigned to this position will require experience in project development at every step of the process, managing a project from initiation to completion. 
   The Project Manager will exercise control over a project’s scope, design, planning, execution, budget, labor, and scheduling needs. This will include but will not be limited to: obtaining necessary approvals for zoning and historic preservation; preparing written reports for facility assessments and ADA compliance; preparing preliminary architectural design and space planning; reviewing preliminary conceptual designs for code compliance, bureau standards, and customer requirements; and inspecting and assessing builds/construction sites in various phases of completion. The Project Manager will be responsible for managing resources, upholding project schedules, ensuring quality control, and facilitating communication among stakeholders. The Project Manager will also have responsibility for RFI resolution, change order negotiation, punch list preparation, final inspection, and acceptance.
   This position requires an actively registered Maryland Professional Engineering license and will be required to travel/drive and move around job sites independently throughout the County to conduct project work.
   CLASS DESCRIPTION:
   Performs advanced professional level engineering and/or architectural work, which may include supervisory responsibility, with considerable independence but under general supervision from an administrative or technical superior. Work includes reviewing complex engineering and/or architectural plans, resolving difficult design analysis, acting as project manager for large scale projects, and preparing planning and engineering documents. Work at this level is distinguished by unique engineering analysis and expertise in areas such as mechanical, e1ectrical, or structural engineering; in depth architectural experience in the development, design, and construction of institutional building types such as libraries, community centers, police and fire stations, etc.
   ESSENTIAL DUTIES AND RESPONSIBILITIES
   Include the following.  Other related duties may be assigned.
   Performs Project Management work by developing, designing, and managing projects from initiation to completion (“full project lifecycle”), including project scope, plans, budget, and schedule control. 
   Travel/drives and move around job sites independently throughout the County to conduct project work.
   Works with County officials to obtain approval for zoning and historic preservation. 
   Prepares written reports for facility assessments and ADA compliance. 
   Prepares preliminary architectural design and space planning.
   Reviews preliminary conceptual designs for code compliance, bureau standards, and customer requirements.
   Prepares architectural and engineering (A/E) scope of work (SOW),  provides independent government estimates for A/E services, and negotiates fees
   Prepares preliminary construction cost estimates or final estimates for minor construction and reviews cost estimates prepared under contract for large construction.
   Negotiates construction contracts and pre-construction planning.
   Prepares architectural construction documents for minor renovations using Revit/CADD for use by in-house construction personnel or contractors.
   Provides specific design direction and guidance to assist A/E to a solution, working with and developing scope for venders such as Furniture, AV Systems, or Security.
   Reviews and provides written comments to give direction to A/E for correction or clarification of their work on progress and final construction drawings, specifications and construction cost estimates for completeness, code compliance, bureau standards, and customer requirements and coordination with other engineering disciplines.
   Manages resources associated with the project, including construction materials and labor.
   Upholds project schedules, including coordination of staff and outside contractors, and facilitating all activities associated with meeting project deadlines. 
   Ensures quality control at every step of the process by regularly reviewing the work being performed, in accordance with clearly defined standards of work, standard operating procedures, and established policies. If appropriate, develops new standards and procedures where previously established standards/procedures either do not exist or do not adequately capture the needs of a current situation, while also upholding County/State/Federal policies, regulations, and codes.
   Streamlines communication among various stakeholders.
   Oversees and executes process-related duties associated with RFI resolution, change order negotiation, punch list preparation, final inspection, and acceptance.
   MINIMUM REQUIRED EDUCATION/EXPERIENCE
   Bachelors' Degree in Engineering or Architecture and four (4) years of related experience.
   PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
   Fifteen (15) years of experience in project management of related field.
   Bachelor's degree in Engineering or Architecture, specializing in complete project management (project lifecycle).
   Considerable knowledge of the architectural / engineering methods and techniques as applied to public works design and construction.
   Experience in a variety of methods of construction procurement.
   Considerable knowledge of modern architectural / engineering and administrative methods and techniques as required in public works facilities, reconstruction and maintenance.
   Ability to plan and review the work of lower level architectural/ engineering and technical personnel engaged in reviewing plans, specifications and designs.

   Office activities include sitting, standing, operating telephones and similar office equipment, and completing logs and reports of activities. 
   Working conditions may include exposure to the elements and occasional exposure to the hazards of a construction site. 
   While performing the duties of this job, the employee may be exposed to the elements and occasional exposure to the hazards of a construction site. 
   The noise level in the work environment is usually moderate.
   LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:
   Experience as Project Manager/Leader performing engineering and related project work. 
   Thorough knowledge of architectural or engineering theory, principles and practices as applied to the preparation of plans, specifications, estimates and designs for a variety of building projects.
   Skill in interpreting and analyzing architectural / engineering designs, plans and specifications, and resolving problems with same.
   Experience with onsite construction management.
   Experience in building code and standards review, reporting and communication Site inspection and condition assessment work.
   Proficiency in computer software, including Microsoft Office products and project management software.
   Ability to read, analyze, and interpret common scientific and technical journals, technical procedures, and governmental regulations. 
   Ability to prepare and write technical forms, reports, business correspondence, and procedural manuals. 
   Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. 
   Ability to effectively present information and respond to questions from groups of leadership team, managers, clients, customers, and the general public.
   Ability to establish and maintain effective working relationships with associates, user agencies, consultant architects and engineers, contractors and the public.
   Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. 
   Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
   Ability to define problems, collect data, establish facts, and draw valid conclusions.
   Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
   Ability to travel/drive to and move around job sites independently to conduct project work.
   CERTIFICATES, LICENSES AND REGISTRATIONS
   Possession of a valid driver's license.
   Registered Professional Engineer or Licensed Architect in the State of Maryland.
