NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND
NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS
These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Walla Walla .
REQUEST FOR RELEASE OF FUNDS
On or about February 23 , 2024 , the City of Walla Walla will submit a request to the Department of Housing and Urban Planning for the release of 2024 Community Development Block Grant funds under Title 1 of the Housing and Community Development Act of 1974 , as amended , to undertake a project known as the Christian Aid Center Men’s Shelter for the purpose of demoing buildings and then replacing upon it a facility , located at 202 and 216 West Birch Street . The facility will include shelter for community members , a Community Meal Program , and spaces to provide other resources and support . Multiple funding sources make this project possible , including Washington State Department of Commerce Housing Trust Funds ( $5 million ) , Loan from the Washington Community Reinvestment Association ( $1 . 5 million ) , private philanthropic Capital Campaign ( $1 , 439 , 816 ) , Federal Home Loan Bank Affordable Housing Program ( $750 , 000 ) , State Building Communities Fund ( $672 , 174 ) , City of Walla Walla ( $275 , 000 ) , Walla Walla County ( $200 , 000 ) , and approximately $100 , 000 from the City of Walla Walla’s Community Development Block Grant program .
FINDING OF NO SIGNIFICANT IMPACT
The activities proposed comprise a project for which a Finding of No Significant Impact on the environment was posted on February 1 , 2024 . An Environmental Review Record ( ERR ) that documents the environmental determinations for this project is on file at City Hall , 15 N . 3rd Ave , Support Services Department , Walla Walla and may be examined or copied weekdays 9 A . M to 4 P . M . It can also be found on the CDBG website ,
www . wallawallawa . gov/CDBG .
PUBLIC COMMENTS
Any individual , group , or agency may submit written comments on the ERR to the City of Walla Walla Support Services Department . All comments received by February 22 , 2024 , will be considered by the City of Walla Walla prior to authorizing submission of a request for release of funds . ENVIRONMENTAL CERTIFICATION
The City of Walla Walla certifies to HUD that Robert Francis in his capacity as Deputy City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied . HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Walla Walla to use Program funds .
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City of Walla Walla’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request ( whichever is later ) only if they are on one of the following bases: ( a ) the certification was not executed by the Certifying Officer of the City of Walla Walla; ( b ) the City of Walla Walla has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; ( c ) the grant recipient or other participants in the development process have committed funds , incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or ( d ) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality . Objections must be prepared and submitted in accordance with the required procedures ( 24 CFR Part 58 , Sec . 58 . 76 ) and shall be addressed to HUD at the Seattle Regional Office at Seattle Federal Office Building , 909 First Ave , Suite 200 , Seattle , WA 98104 - 1000 . Potential objectors should contact HUD to verify the actual last day of the objection period .
