   The City of Lancaster is seeking a Human Resources Director. 
   NATURE OF WORK
    
   This is a responsible managerial position directing the human resources function for the City, under the direction of and reporting directly to the Service Safety Director.  Work involves the development and administration of human resource policies and procedures, benefits administration, labor contract interpretation and negotiations, recruitment, employee training and development, and compensation.  Work involves dealing with sensitive and confidential employee information.  Work also involves a high level of direct contact with the general public, outside agencies, city management, and elected officials.  This position provides independent management support and consultative services to the Mayor, Service Safety Director and all city departments as it pertains to the successful management of people.
    This position is exempt under Fair Labor Standards Act regulations and therefore not eligible for overtime compensation or compensatory time.  Further, this is an unclassified position operating under the appointment of the Service Safety Director and serves as an at-will employee.  
   ESSENTIAL FUNCTIONS OF WORK
   Develops human resource policies and procedures for recruitment and hiring; coordinates the selection process by providing direction and guidance to department heads and other supervisory personnel utilizing proper job-related testing, the use of best practices recruitment strategies, and interviewing techniques; works in conjunction with and assist the Civil Service Commission on the selection and promotional processes for police and fire personnel; generates applicant informational reports, prepares new employee orientation materials, prepares and updates employee handbooks, and maintains all employee files;
   Maintains the job classification plan for the city through effective creation and updating of job descriptions;
   Administers and maintains the city’s compensation plans for both non-union and union employees by ensuring the collective bargaining agreements and city codified ordinances are followed;
   Develops and maintains a city employee performance appraisal system and  provides guidance and direction to department heads on employee compliance with city policies, procedures, work rules and job descriptions and resolves employee performance issues through proper improvement plans;
   Administers the city benefits programs, including but not limited to the city health, dental, vision, wellness, and life insurance plans; provides guidance to employees regarding the benefits and provides assistance when needed; collaborates with third party managers and vendors on services provided to the employees; provides reporting and updates to City Administration on the status of benefit programs and make recommendations on benefits provided;
   Assist the City Administration and department heads in labor relations activity with all bargaining units, including but not limited to, assisting in union negotiations for collective bargaining agreements, coordinating grievance and disciplinary processes, collective bargaining agreement compliance, and assisting with employee complaints and dispute resolution;
   Administers city wide training and development; conducts new employee orientation; plans, monitors and conducts essential training to ensure employees maintain proper certifications, receive proper training and receive additional training for employee career development; provides guidance, direction, and assistance to department heads implementation of performance-based appraisal systems with performance issues, 
   Assists the City Administration with policy development; conducts research for the development of new policies or necessary updates to existing policies; draft policies for review and approval by the City Administration; 
   Administers the city safety and workers compensation programs to ensure proper compliance with Federal and State standards; monitors and collaborates with the third party managers and managed care organization on workers' compensation claim management;  oversees the drug and alcohol testing and training programs; attends and represents the City at the Fairfield County Safety Council meetings;
   Performs typing, word processing, report creation, file maintenance, and other clerical duties as needed; 
   Performs all other related duties as assigned.
   MINIMUM QUALIFICATIONS / REQUIREMENTS 
   Possession of a bachelor’s degree in human resource management, business administration, public administration, organizational development, or other related fields;
   Minimum of five (5) years of progressively responsible experience in human resource management, preferably experience in a management or supervisory capacity;
   Must maintain a valid Ohio driver’s license and be insurable under the City of Lancaster Liability Insurance policy; 
   Must possess thorough knowledge and skills of personal computers, spreadsheet and word creation through Microsoft applications, and HR related software programs;
   Certification as a Professional in Human Resources (PHR) or as a Senior Professional in Human Resources (SPHR) is desirable;
   Must possess thorough knowledge of human resource principles, practices, and procedures;
   Must possess thorough knowledge of employee relations, recruitment and selection procedures, salary administration and compensation, employee benefit programs, labor relations, employee training, and development, and performance appraisal systems;
   Must possess thorough knowledge of federal and state labor laws (including but not limited to civil service, OSHA, etc.), worker’s compensation laws, and state unemployment laws;
   Must possess the ability to communicate effectively with the public both orally and in writing; experience in public speaking; and ability to professionally represent the city in public forums as needed; 
   Must possess the ability to research and analyze issues, assemble data, and prepare reports for other government agencies to comply with federal and state employment practices and regulations;
   Must possess the ability to maintain constructive, positive, professional relationships with the general public, co-workers, consultants, and third party administrators;
   Preferred experience in a Public Sector Human Resource environment and thorough knowledge of municipal government operations;
