All communities with more than 10 , 000 people that operate a storm sewer system are required by the Minnesota Pollution Control Agency to have an MS4 Permit ( Municipal Separate Storm Sewer System ) . The permit outlines protocols and procedures for ensuring that contaminants are kept out of the storm sewer and , subsequently , surface waters . These procedures are known as the SWPPP ( Stormwater Pollution Prevention Plan ) , and staff must review them annually and hold a public hearing to give the opportunity for the public to comment . This year ' s meeting is June 7 , 2022 , at 6:30 pm .
