   CURRENT RATE OF PAY:                       $28.19 per hour plus 15% in lieu of benefits.
         HOURS OF WORK:
                                      Shift Work (as required) 2 days, 2 nights, 4 days off 
                                                                           pursuant to the Collective Agreement
                                                                              Each shift worked will be 11 hours

   GENERAL STATEMENT OF DUTIES:
   The incumbent shall be responsible for the overall supervision of prisoners 
   including physical and Closed Circuit Television Video Monitoring (CCTV) and constant monitoring in some cases 
   during prisoner detainment at the Williams Lake RCMP Detachment
   . The incumbent will be responsible for but not limited to all related duties associated with prisoner care and safety.  When available the incumbent may also be required to perform general office duties as requested by the Manager of RCMP Municipal Services, Watch Commander or Cellblock Supervisor.
    
   SUPERVISION:
   The incumbent shall report to the Manager of RCMP Municipal Services, Watch Commander and Cellblock Supervisor or his/her designate.
    
   MAJOR DUTIES AND RESPONSIBILITIES:
    
   The overall supervision of the prisoners including physical and Closed Circuit Television Video Monitoring (CCTV) with a physical check a minimum of every 15 minutes.  A prisoner in a restraint chair will have a guard assigned to that prisoner and will receive constant monitoring.
   All checks of a prisoner will be recorded in the prisoner log record book.
   Assisting regular members in the booking-in and release of all prisoners including a cell search before and after prisoner use, checking for damage or contraband.
   Assisting regular members with the searching of prisoners when necessary
   Securing  prisoner effects for the duration the prisoner is in custody and the return thereafter
   Ensuring prisoner meals are prepared and provided during the prescribed times as per the Watch Commander requires.        The guard will alert the Cellblock Supervisor or Watch Commander regarding specific dietary needs.
   Maintaining the overall cleanliness of the guard room, cell block, security bay, kitchen, and record all cleaning in the “Guard Log Book”.  This includes the glass in the cellblock area, maintenance and cleaning of the freezers, microwave, and any other appliances used in the preparation of the prisoner’s food.  There may be areas that are contaminated with bodily fluids or solids that must also be cleaned by the guard on duty.
   Ensure blankets and towels are cleaned in a timely manner and ensure there is an appropriate stock of clean blankets and towels.  If necessary, alert the Cellblock Supervisor to ensure blankets or towels are ordered.  In the event that laundering facilities become available, the guards will launder the towels and blankets on a regular basis.
   Ensure supplies are tracked, accounted for and ordered in a timely manner. This includes prisoner meals, toiletries, cleaning supplies, etc.  All orders will be passed onto the Cellblock Supervisor for processing.
   Review of the accuracy of Prisoner Reports (C-13) and bringing any deficiencies or omissions to the attention of the Watch Commander.  Ensuring all applicable paperwork is present to hold the prisoner in custody, also to ensure any outstanding documents are executed, and ensure fingerprints have been taken if necessary.
   Under the supervision of regular members, ensure prisoner privileges are met including showers, visitors and telephone calls.
   Supply toiletries, reading material, extra blankets as necessary to prisoners.
   Dispense prisoner’s medications as per RCMP policy.
   Upon hiring (prerequisite), all guards must have a valid basic and CPR First Aid Certificate, and must maintain it while being employed as a guard.  
   Guards are responsible for determining the responsiveness of each prisoner in cells and must be familiar with the requirement to assess prisoner responsiveness and conduct assessments.
   All guards must attend the mandatory “RCMP Guards Training Course” twice a year at the Williams Lake Detachment as scheduled by the Cellblock Supervisor and will reschedule accordingly in order to attend. At this time all applicable national, divisional and detachment directives will be reviewed and signed off.
   Responds to telephone inquiries from sheriffs, Court Liaison, lawyers, other detachments, etc, and answers the backline phone when other office staff or members are unavailable to do so.
   Prisoner data entry onto the “CABS” computer system, or any other computer system in use.  
   Will be called upon to record video surveillance onto a disc format at the request of regular members or the Cellblock Supervisor or designate.
   Required to assist regular members by assembling photo line-ups.
   Required to take fingerprints of non-custodial persons.
   Required to provide evidence in court.
   To assist in the training of new guards.
    
   OTHER RELATED DUTIES:
    
   To perform general office procedures such as filing, typing, sorting, etc when available to do so.
   May be required to provide coffee/lunch break backup coverage to Front Counter staff.
   Must be able to maintain a high level of confidentiality and must be willing to learn new tasks in accordance with prescribed RCMP methods and procedures.
    
   QUALIFICATIONS, SKILLS & EXPERIENCE:
   Minimum Grade 12 Education
   Federal R.C.M.P. Enhanced Security Clearance
   Valid Level 1 First Aid & CPR certificate
   Valid Class 5 BC Driver’s Licence.
   Ability to understand, communicate and follow written and oral instructions 
   Ability to efficiently utilize a two-way radio
   Ability to handle difficult situations in a respectful and diplomatic manner
   Ability to work independently with minimal supervision
   Must have a clean, neat and tidy appearance
   Ability to monitor situations and respond quickly as the situation and priorities change, make sound judgements on a daily and emergency basis.
   Ability to work in Windows based programs or equivalent.
   Ability to maintain excellent interpersonal working relationships with police officers, office staff and the public.
   Ability to work shift work for 12 hour periods, any time of the day, and day of the week.
   Ability to lift or move a minimum of 25 kg.
   Must possess the ability to endure the physical demands while performing the duties of a guard. 
   Required to use fingers and hands to operate tools, controls or other objects as well as the ability to reach with hands and arms. 
   Frequently required to walk, stand or sit for long periods of time and may also be required to crouch, stoop or kneel.        
   Specific visual requirements are close, distant and peripheral vision with depth perception.  
   The work environment will include but may not be limited to
    regularly working in an indoor environment with many interruptions and deadlines.        Noise levels will vary and verbal outbursts from impaired or mentally unstable prisoners are not uncommon.        The employee may be exposed to chemicals, prescription and non-prescription drugs. 
    
   The guards and matrons employment group is firewalled from applying or bumping into any other Union position at the City of Williams Lake.   This is a standalone department.
