   High level administrative position responsible for the direction and operations of all aspects of the Finance, Utility Billing & Collection, and Warehouse Departments. Serves as the chief financial officer of the City providing overall administrative and technical direction in the areas of accounting, purchasing, treasury, payroll, budget control, assessment, and risk management. Works under the direction of the Deputy City Manager; however, position requires extensive skills in leadership, management, communications, planning and organizing.
   Essential Duties and Responsibilities
   Directs, plans, supervises, oversees, implements and organizes the financial management, operations, work flow and maintenance of the Finance Department, Utility Billing & Collection Department, and Warehouse Department.
   Oversees all financial operations including, but not limited to, accounts receivable and payable of all city funds, the general accounting system, financial reports preparation, city depository system, treasury, budget control, payroll, city credit card program, and debt related functions such as continuing disclosure, arbitrage calculations, debt payments, and data research on new issues. 
   Serves as the City’s Investment Officer, Custodian of all public funds, Debt Manager, Financial Officer of Grants, Risk Manager, and Appeals Officer for utility billing complaints.
   Works closely with the City Management Department and Department Heads in the preparation of the City Budget, providing instruction and advice regarding fiscal policy and procedures, and prepares the final budget for approval by the City Council.
   Working closely with the HR and Civil Service Director, oversees the City’s group health insurance program including, but not limited to, health, life, disability, vision, and dental.
   Oversees the City’s general insurance program including, but not limited to, general liability, property, and workers compensation.
   Manages various grant opportunities, through state and federal programs, overseeing application, award, project development, project completion, and reporting.
   Collaborates with auditors, financial advisors, rate consultants, and other contractors, consultants, and professional services and holds them accountable to ensure that all projects are in compliance with Local, State and Federal Laws and Agreements.
   Reviews outside auditor proposals and provides a recommendation to the City Council in selection of an audit firm to perform the City’s annual independent audit.
   Develops and implements goals, priorities, policies and procedures relating to Finance, Utility Billing & Collection, and Warehouse Departments.
   Oversees the proper procurement of all department purchases pursuant to applicable City and State laws, and assists other departments, as needed, with their procurement procedures.
   Develops realistic and fiscally sound budget requests for the Finance, Utility Billing & Collection, and Warehouse Departments based on program need and monitors budget expenditures to ensure they remain within budget allocation.
   Directs ongoing research into new concepts, technologies and trends and recommends implementation of programs and equipment to help department achieve its objectives more efficiently.
   Develops and maintains an efficient complaint tracking system for the department, investigating issues, and responds to citizen concerns.
   Supervises and monitors staff performance, ensuring that they are in compliance with City policies, procedures, ordinances and resolutions.
   Analyzes future personnel staffing needs and develops short and long-term plans to meet those needs.
   Selects, promotes, motivates, evaluates, trains and disciplines department personnel consistent with applicable laws and the City’s Personnel Policies and Procedures.
   Serves as a board member of the Firefighters Relief and Retirement Fund.
   Works with and attends City Council and other Board and Committee Meetings as needed.
   Advises City Manager, Deputy City Manager and department heads on Finance, Utility Billing & Collection, and Warehouse department issues and solutions to address issues.
   Coordinates additional and other assigned activities with other departments and outside agencies and provides highly responsible and administrative support to the City Management Department.
   Maintains a regular and predictable work schedule.
   Performs other duties as assigned
   Knowledge, Skills & Abilities
   Knowledge of Government/Financial Accounting Standards Boards (GASB/FASB), and Government Finance Officers Association (GFOA) standards, practices, policies, rules, and regulatory reporting requirements.
   Knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing Principles for Public Sector financial management, including payroll, treasury, grant funds, and public debt management.
   Knowledge of legal, ethical, and professional rules of conduct for municipal finance officers.
   Knowledge of techniques and practices for efficient and cost effective management of resources.
   Knowledge of general ledger and account reconciliation standards.
    
   Knowledge of contract procurement, administration and oversight;
   Knowledge of grant writing and administration;
   Ability to plan for municipal needs; 
   Ability to lead, direct, delegate and distribute personnel;   
   Knowledge of employment practices, including recruitment, selection, and evaluation of staff;
   Ability to direct, coordinate and review the work of subordinate personnel; 
   Ability to be self-motivated and willingness to take responsibility for the actions of subordinates;
   Ability to establish and maintain effective working relationships with City officials, employees, citizens, vendors and contractors; 
   Exceptional oral and written communication skills and ability to effectively communicate on a daily basis with administrative, elected and appointed officials and the public with courtesy, professionalism, civility and tact;
   Knowledge and ability to prepare and interpret complicated reports and standards; 
   Knowledge of intergovernmental relations and ability to understand and work with State and Federal Regulations, Departments, and Personnel.
