   FINANCE DIRECTOR
   Finance
   REPORT TO: 
   Township Manager
                   
   PURPOSE:
   This professional position will be responsible for all administrative work involving a broad range of municipal finance functions as well as maintaining the Township’s fiscal stability.
   This work involves directing and administering, the Township’s and Municipal Authority’s municipal funds, accounting systems, accounting controls, financial forecasting and planning, budgeting and financial reporting, system development, debt and cash management, central accounting, pre and post auditing using a modified accrual and full accrual basis, internal auditing, grant management, payroll, revenue collection, risk management, pension administration, investment management, centralized purchasing and contracting. This position also has the responsibility for making difficult technical decision related to financial management. The work requires that the employee have thorough knowledge, skill, and ability in every phase of municipal financial management and good knowledge of the administration of all municipal functions.
   EDUCATION LEVEL:
   A bachelor's degree from a recognized college or university in finance, economics, public or business administration or a related field and training in governmental accounting, plus a minimum of five years of progressively responsible financial governmental management experience in a supervisory capacity. A master's degree in public administration or a related field is desirable.
   SALARY:
    $100,000 - $120,000
   KNOWLEDGE AND EXPERIENCE:
   Thorough knowledge of the principles and methods of municipal accounting using the modified and full accrual reporting, budgeting, auditing, purchasing, debt management, contracting, and risk management.
   Considerable knowledge of the principles and practices of public administration as applied to a wide range of municipal functions.
   Considerable knowledge of the laws, regulations and standards pertaining to financial management.
   Good knowledge of municipal financial systems, procedures, and accounting controls.
   Considerable ability to utilize Microsoft Office software such as Word, Excel, Access, Power Point and Outlook for report writing, spreadsheet manipulation, database, and electronic communication functions.
   Ability to administer the activities of a municipal Finance Department and to supervise the work of others.
   Ability to develop short- and long-term development and operational plans and programs and make difficult decisions within deadlines in an environment of professional standards, limited resources and competing claims.
   Ability to establish and maintain effective working relationships with supervisors, subordinates, associates, auditors, financial institutions, officials of other agencies, elected officials and the general public.
   Possess sound negotiation skills to leverage organizational purchasing power. 
   BASIC QUALIFICATIONS AND SKILLS:
   Ability to think and act strategically and proactively.
   Excellent verbal, written, analytical, communication and presentation skills.
   Ability to analyze, prioritize, organize, and problem solve at both a strategic and functional level. Demonstrated ability to lead people and get results through others.
   Task Oriented
   Ability to use mathematics to solve problems
   Ability to adapt to and utilize various software programs to complete projects.
   Ability to manage time and work under time constraints to complete projects.
   Ability to sit for up to 8 hours a day and to move about the department and Township building. 
   Ability to utilize computer equipment including keyboard, calculator and/or adding machine.
   Ability to use both hands for firm grasping, repetitive actions and fine manipulation including typing and writing.
   Ability to lift and carry from 10-35 pounds of materials up to 20% of the workday involved in routine office procedures.
   Valid automotive driver’s license.
   TASK:
   Direct the operations of the Finance Department through subordinate staff and evaluates and administers financial management programs such as central accounting and financial reporting, budgeting, debt administration and compliance, cash management, internal and external auditing, centralized purchasing, payroll, and accounts payable and receivable.
   Lead the Finance team and allocate specific roles and responsibilities; manage team needs and requirements, mentor teams, and infuse a teamwork ethic.
   Participate in personnel actions such as hiring, discipline, and performance evaluation for the Finance Department. Direct the training of department personnel in financial management principles and practices.
   Draft and recommend finance related policy to the Township Manager and develop plans for the implementation of financial goals and objectives.
   Monitor the Township's financial position, analyze financial markets and supervise the investment of Township funds in appropriate instruments.
   Coordinate the year-end financial audit for the Township; prepare various financial schedules for use in supporting documentation for the external auditors.
   Prepare the annual Township Budget documents to a level commensurate with the Township’s annual Government Finance Officers Association Budget Award.
   Prepare various financial models including the Township’s 5-year general fund and capital fund forecasts.
   Administer the development of the Township's annual operating and capital improvement budgets and debt portfolio.
   Act as a good steward of the Township’s resources and ensure control of the departmental budgets.
   Oversee purchasing, or contracting to purchase, all Township supplies, materials, services, and equipment.
   Coordinate with vendors and suppliers, partners, and other agencies to purchase assets and ensure the efficient operation of the financial infrastructure.
   Oversee and controls the encumbrances and expenditures of Township and department fund allocations within the constraints of approved budgets.
   Coordinate the preparation of payroll with the Human Resource Department and administer payroll bi-weekly.
   Assist the Township Manager and the negotiating team in contract negotiations for union contract.
   Administer the Municipal Police Pension Fund, Township Employee Pension Plan and serve as the secretary of the Pension Committee.
   Manage the Township’s Grant process by assisting with grant writing, and application tracking, once awarded, manage all aspects of grant management including funding and reporting as required.  
   Oversee and Administer the operation of the Township's insurance function, risk management and safety programs.
   Coordinate with the multiple third-party Information Technology Services in maintaining hardware and software systems.
   Keep informed about the latest financial sector developments and industry best practices through reading and by attending finance conferences and seminars.
   Attend evening Board of Supervisors meeting, Finance Committee and other Board, Commission and Committee meetings as required or needed.
