City Council approved an emergency unauthorized encampment ban ordinance on May 17 , 2022 to reduce the risk of fire and preserve public and private property .
City staff began operating under an Incident Command System ( ICS ) Model on May 18 with three working groups comprised of staff from 12 City departments/divisions along with partners at the Loveland Fire Rescue authority ( LFRA ) .
The Encampment Team meets weekly . This dashboard is a summary of work completed this week .

Encampment Removal
Encampments were removed from Fairgrounds/Barnes Park , Cottonwood Run Natural Area and other sites across the City .
Public Works has dedicated a part - time employee to monitor the Foundry parking garage . The building attendant will perform various cleaning activities , remove graffiti , and assist with encampment reporting .
We encourage the public to report any encampments they see to the City so that we can monitor and follow - up accordingly .

Shelter Update
Prior to the Emergency Unauthorized Encampment Ban taking effect , Loveland did not have a year - round shelter space .
The City is now managing the Loveland Resource Center and the S . Railroad Facility Shelter . The S . Railroad Facility is completed and is the City’s main overnight shelter space , with the Loveland Resource Center remaining open for daytime use as well as overflow shelter needs .

Loveland Resource Center:
The LRC is open Sunday through Friday from 7 a . m . — 7 p . m . and Monday through Sunday from 7 p . m . — 7 a . m . .

Overnight Shelter:
The LRC changed from being the primary overnight shelter space to use as an overflow shelter or shelter for people who had difficulty getting to SRF .
An average of 15 people per night utilized the LRC .
S . Railroad Facility:
The SRF is open daily from 7 p . m . – 7 a . m .

Overnight Shelter:
An average of 45 people per night utilized the SRF .
The highest number sheltered per night is 50 .
Short - term Shelter/Motels:
*Motel use is reserved for overflow shelter needs due to winter weather emergencies and to accommodate individuals with disabilities .
Three people were exited from motels , and one person per night utilized a motel to accommodate a disability .
Restoration
Reseeding efforts at Kings Crossing Natural Area have been highly effective as a result of early rains in 2023 and keeping the site closed for access while the vegetation establishes . Staff worked throughout the summer and fall on weed management to restore the site to its native state . Staff will continue to assess the establishment of vegetation and work with the citywide encampment team on the appropriate timing of re - opening the site for public access in 2024 .
Success Stories
Removing barriers to supportive housing . With three newly trained staff , the Community Partnership team recently entered several people into the Vulnerability Index Service Prioritization Decision Assistance Tool ( VI - SPDAT ) that enters guests into the Coordinated Assessment and Housing Placement System ( CAHPS ) . Once entered into the VI - SPDAT , those experiencing homelessness can get into the system that prioritizes future housing opportunities .
So far during the month of December , shelter staff has performed 11 VI - SPDATS with guests .
Connecting people to resources .
Homeward Alliance assisted five people obtain either identification documents or public benefits , one person with a pair of work shoes , one person with a bike to get to and from work , and one person with gas money .
154 breakfast bags were distributed at the LRC through a partnership with the Loveland Community Kitchen .
