City Licenses and Inspections says the heat and hot water system is repaired
Wilmington’s Department of Licenses and Inspections ( L&I ) today inspected a repaired heat and hot water system at the Herring Manor apartment complex on North Market Street and determined that displaced residents may return to their homes . L&I declared the 41 - unit apartment complex unfit for human habitation earlier this week when the building lost its heat and hot water . Only a handful of the residents chose to be relocated .
While L&I lifted the unfit status today , it is keeping two violations notices in place until the City is satisfied that the building owner and management company are making permanent repairs by the close of business on Monday .
The 41 - unit complex has had a recent history of problems with a malfunctioning heating and hot water system . Prior to this week , the building was declared unfit by L&I in mid - December; however , repairs were made quickly by the management company and residents did not have to be displaced .
Herring Manor is owned by the Union Baptist Community Corporation and is managed by AJPC Property Management . The monthly tenant rents are subsidized by the US Department of Housing and Urban Development ( HUD ) , which assisted this week with the relocation of residents as well as ensuring that repairs were made in a timely fashion .
