Job Description
POSITION SUMMARY: The County Administrator serves as Rio Blanco County's chief executive officer and is responsible for the overall administration and management of county government operations. The Administrator works under the direction of the Board of County Commissioners and ensures that county policies and programs are effectively implemented in accordance with relevant local, state, and federal statutes and regulations.

Administration and Leadership
Communicate timely and accurate information to Commissioners and staff.
Provide strategic direction and leadership to county departments and staff.
Develop and implement policies, procedures, and administrative directives to ensure efficient and effective county operations.
Serve as the primary liaison between the Board of County Commissioners and county departments, providing regular updates and reports on departmental activities and initiatives.
Budget and Financial Management
Coordinate the development and administration of the county budget per state statutes and board directives.
Monitor fiscal performance and ensure that expenditures are within budgetary constraints.
Identify opportunities for revenue enhancement, cost containment, and efficiency improvements.
Personnel Management
In collaboration with the Human Resource Director, recruit, hire, train, and supervise department heads and other key personnel.
Conduct performance evaluations and provide professional development opportunities for direct reports. County Administrator
Foster a positive work environment that promotes teamwork, professionalism, and accountability.
Research and analyze emerging issues and trends affecting county government and keep Commissioners informed as needed.
Develop and recommend policies and programs to address identified needs and priorities.
In conjunction with the County Attorney, ensure that county policies and procedures comply with applicable Colorado statutes and regulations.
Policy Development and Implementation:

Legal Compliance and Risk Management:
Stay informed about changes in state and federal laws affecting county operations.
Consult with legal counsel as needed to ensure compliance with legal requirements.
Implement risk management strategies to minimize liability and exposure to potential litigation.
Interagency Coordination and Public Relations:
Collaborate with other governmental agencies, community organizations, and stakeholders to address shared interests and objectives.
Represent the county's interests in regional, state, and federal forums and committees.
Serve as the county government's primary spokesperson and communicate effectively with the public, media, and stakeholders.
Emergency Management and Public Safety:
Work with the Emergency Manager to:
o Develop and implement emergency management plans and procedures to ensure county residents’ and visitors' safety and well-being.
o Coordinate with law enforcement, fire departments, and other agencies to effectively respond to emergencies and disasters.
o Provide leadership and support during crises to maintain public trust and confidence.
JOB QUALIFICATIONS:
Thorough knowledge of Colorado statutes and regulations governing county government operations, including the Colorado Open Records Act (CORA) and the Colorado Open Meetings Law (COML).
Strong leadership, communication, and interpersonal skills.
Demonstrated ability to manage budgets, personnel, and complex projects. ? Experience in strategic planning, organizational development, and policy implementation.
Proven track record of building and maintaining positive relationships with diverse stakeholders.
Ability to work effectively under pressure and adapt to changing priorities.
Consideration will be given for knowledge of and experience in Rio Blanco County County Administrator
Education and/or Experience:
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
At a minimum, a bachelor’s degree from an accredited college or university with major coursework in a professional discipline, preferred.
A minimum of seven years of professional management experience.
A minimum of seven years of progressively responsible experience in county or municipal government administration.
Experience in managing at least ten direct reports.
Consideration will be given for experience and training in the following fields:
Management
Finance/Budgets
Legal Human Resources
Public Policy Legislative Process - Local, State and/or Federal
Licenses or Certificates:
Valid driver’s license.
Physical Demands:
While performing the essential functions of the job, the employee is frequently required to sit, use hands to finger, handle, or feel, reach with hands and arms, speak, hear, and have good vision acuity. Computer use is frequently required. Operation of a motor vehicle is occasional.
Work Environment:
Work is performed in a normal office environment. Travel may be required. Must be able to work evenings and weekends when needed.
