Senior enlisted leaders from all 54 states and territories , along with the District of Columbia , gathered in St . Augustine , Florida this week for the Command Sergeants Major Advisory Council . The event was chaired by Command Sgt . Maj . Spencer Nielsen , the senior enlisted leader of the Utah National Guard . Over the course of two days , the leaders discussed important issues affecting soldiers , such as improving efficiency , updating policies , and making necessary changes for enlisted personnel . One key topic was the value of time for National Guard members , and the importance of managing it effectively while respecting their dual roles . Command Sgt . Maj . John Raines , the 13th command sergeant major of the Army National Guard , highlighted the challenge of fitting an active - duty month into a weekend and emphasized the need for proper time management . Nielsen also outlined the council ' s achievements over the past year and set goals for the future , including streamlining the promotion system to allow more time for training . He also addressed the challenges faced by "Gray Area retirees" and mentioned the council ' s efforts to reduce the backlog of retirements in the Utah National Guard . Nielsen discussed the ongoing focus of the council on revising promotion regulations , incorporating the Army Combat Fitness Test into Army Regulation 350 - 1 , and ensuring that noncommissioned officers are well - trained leaders through the Select - Train - Educate - Promote Program . The planning of the Best Squad and Best Warrior competitions also falls under the responsibility of the CSMAC .
