The City of Eugene will help fund innovative , affordable housing with $1 million from the
   Affordable Housing Trust Fund ( AHTF ) . Project proposals can be submitted through March 1 , 2024 . The AHTF is a local source of funding generated by a 0 . 5% construction excise tax on new construction in Eugene . Funds are used to support the creation of local housing that is affordable to people with low and moderate incomes the city of Eugene .
   In 2023 , the Eugene City Council approved $1 . 2 million in trust fund investments to support three affordable housing projects: The Coleman , new construction of a mixed - use development of 38 apartments and on - site support services for people with conviction histories; Bridges on Broadway , conversion of a former hotel into 56 units of Permanent Supportive Housing serving people experiencing chronic homelessness; and Grant Street Grow Homes , new construction of four new homes that will be available for purchase by low - income households .
   This year , just over $1 million in AHTF is available for innovative local housing projects . Proposed rental or home - ownership projects should:
   Be located in Eugene city limits;
   Include at least 4 dwellings;
   Meet affordability and other criteria outlined in the application; and
   Submit a letter of interest by February 1 and a complete application by March 1 .
   Projects designed to transition people out of homelessness as well as projects serving populations disproportionately impacted by housing cost burden and historically excluded from housing opportunities such as BIPOC , LGBTQI+ residents/communities and high priority special needs populations are preferred .

   The Request for Proposals is an open , competitive process . Proposals are reviewed , scored , and ranked by community members on the
   AHTF Advisory Committee
    . That information is presented to the Eugene City Council , who makes final decisions for AHTF funding .
