Las Cruces City Council will meet at 1 p . m . Tuesday , Jan . 2 , 2024 , in Council Chambers at City Hall , 700 N . Main St .
Tuesday’s meeting will be the first for three newly elected Council members: Mayor Eric Enriquez , District 1 City Councilor Cassie McClure , and District 2 City Councilor William “Bill” Mattiace .
City Council will consider a
Resolutionthat would commit the Las Cruces Utilities Department ( LCU ) to the development and implementation of an asset management plan for water and wastewater infrastructure . The LCU Board of Commissioners encourages the Utilities Department to continue to seek funding sources for capital improvement projects in the form of grants and low - interest loans . An application was submitted to the Water Trust Board seeking funding for the rehabilitation of a water storage tank .
To ensure that Water Trust Board investments are protected and maintained for optimum longevity , applicants are required to submit , as part of the Readiness Application , asset management plans for the utility facilities for which funding is sought . The Water Trust Board requires that applicants who do not have an asset management plan in place submit a Resolution to their governing body to commit to the development of one .
The Utilities Department has master and specific infrastructure rehabilitation plans , but the asset management plan should be provided in a specific format . The Utilities Department commits to working with City staff and any needed consultants to develop an asset management plan to meet all requirements required by funding entities , including , but not limited to the Water Trust Board .
Additionally , City Council will separately consider three ordinances proposing zone changes .
An
Ordinanceproposes a zone change from EE , Equestrian Estate and Agriculture to C - 3 , Commercial High Intensity , is sought for 1 . 78 acres at 780 Stern Drive . The property is currently vacant , but the property owner wants to convert the zoning to a commercial designation much like properties directly northwest of that location .
A second
proposed zone change
, from R - 2/C - 2 , Multi - Dwelling Low Intensity and Commercial Medium Intensity to C - 2 , Commercial Medium Intensity , is sought for slightly more than . 4 acre at 806 E . Bowman Ave . The property owners request the zone change for cottage industry and retail uses .
A third
Ordinanceproposes a zone change from C - 1 , Commercial Low Intensity and R - 3 , Multi - Dwelling Medium Density , to C - 3 , Commercial High Intensity , for approximately 1 . 436 acres at 2460 E . Missouri Ave . Council approval of the Ordinance would bring the property into compliance with the 2001 Las Cruces Municipal Code , as amended .
