A newly seated Las Cruces City Council met for the first time Tuesday , Jan . 2 , 2024 , in Council Chambers at City Hall , 700 N . Main St .
The meeting was the first for Mayor Eric Enriquez , and Councilors Cassie McClure and Bill Mattiace . They join returning Councilors Johanna Bencomo , Becki Graham , Becky Corran , and Yvonne Flores . At Tuesday’s meeting , the Council also approved the appointment of Bencomo as Mayor Pro Tem , who will serve a two - year term .
Also at Tuesday’s meeting , the Council adopted a
Resolutionthat commits the Las Cruces Utilities Department ( LCU ) to the development and implementation of an asset management plan for water and wastewater infrastructure . The LCU Board of Commissioners has encouraged the City’s Utilities Department to continue to seek funding sources , from grants and low - interest loans , for capital improvement projects .
An application was submitted to the Water Trust Board seeking $3 million for the rehabilitation of a 2 - million - gallon water storage tank near Telshor Boulevard . To ensure investments are protected and maintained for optimum longevity , applicants for Water Trust Board funding are required to submit asset management plans for the utility facilities .
The Water Trust Board requires applicants who do not have an asset management plan in place , in their format , to submit a Resolution to their governing body to commit to the development of one .
The Utilities Department commits to working with City staff and any needed consultants to develop the asset management plan to meet all requirements of the Water Trust Board . An asset management plan for water and wastewater infrastructure is projected to be developed in 2024 .
Additionally , City Council separately approved three ordinances for zone changes at Tuesday’s meeting . The zone changes also were previously approved unanimously by the City’s Planning and Zoning Commission in late 2023 .
The Council approved an
Ordinancefor a zone change from EE , Equestrian Estate and Agriculture to C - 3 , Commercial High Intensity , was granted for 1 . 78 acres at 780 Stern Drive . The property is currently vacant , but the property owner wants to convert the zoning to a commercial designation much like properties directly northwest of that location .
A second
zone change
, from R - 2/C - 2 , Multi - Dwelling Low Intensity and Commercial Medium Intensity to C - 2 , Commercial Medium Intensity , was approved for slightly more than . 4 acre at 806 E . Bowman Ave . Property owners requested the zone change for cottage industry and retail uses .
A third
Ordinancewas adopted for a zone change from C - 1 , Commercial Low Intensity and R - 3 , Multi - Dwelling Medium Density , to C - 3 , Commercial High Intensity , for approximately 1 . 436 acres at 2460 E . Missouri Ave . The zone change brings the property into compliance with the 2001 Las Cruces Municipal Code , as amended .
