Conceptual Designs for Phase II of Bedford & East Project to be Presented to Neighborhood Group
On Wednesday , April 10 , representatives from Dawood Engineering , along with Borough staff , will attend the East Side Neighbors Association ( ESNA ) to discuss potential traffic calming measures on Bedford and East Streets . The meeting takes place at 6:00 p . m . at Carlisle Alliance Church , 237 East North Street .
The proposed measures are Phase II of the Bedford and East Traffic Calming Project , which aims to enhance safety and calm traffic on both Bedford and East Streets . Phase II includes potential improvements to the intersection where the two corridors meet in the north , near Henderson Street .
Dawood Engineering first presented the conceptual designs to Borough Council at its February Workshop meeting . They provided a “menu” of options , including , but not limited to , curb extensions , raised intersections , chicanes , buffered and protected bike lanes , and bike boxes . The plans also include a potential roundabout where North Bedford and North East Streets intersect . Borough staff then presented the options to attendees during the February ESNA Meeting .
At the April meeting , Dawood will present the proposed options and allow for public feedback . They will then begin working on the final conceptual design , incorporating the feedback they received from Borough Council and the public . Those plans will then be presented to Council , who may consider taking action on the final design . Pending final design approval , construction on this project is not anticipated to begin until after the final phase of the Carlisle Connectivity Project is completed . That project is expected to conclude near the end of 2025 .
Phase I of this project was completed in late 2023 . It involved safety modifications to the intersection of North Bedford Street , East Penn Street , and Kerrs Avenue . The offset intersection was realigned through the construction of bump - outs along the four corners of the intersection and at the intersection of Kerrs Avenue and East Penn Street . The goal is to enhance pedestrian visibility to motorists , provide shorter crossing lengths for pedestrians , and better guide motorists through the intersection .
Funding for the Bedford and East Traffic Calming Project comes from federal grant money the Borough of Carlisle received through the American Rescue Plan Act . Phase I cost approximately $227 , 000 , while an additional $25 , 400 was spent on the engineering design contract for Phase II . The cost of the construction of Phase II is dependent on the final design and would need to be included in a future budget .
