Job Title
:
ASSISTANT TOWN CLERK
Position Purpose:
The purpose of this position is to provide administrative, supervisory and clerical support in assisting the Town Clerk with the daily operations of the office. In the absence of the Town Clerk, responsible for overseeing all functions of the Town Clerk’s Office.
Job Environment:
Work environment is busy, with frequent interruptions.
Essential Job Functions
:
Serves the general public daily in person, by phone, email, and in writing: must respond to all requests for services according to the State and Federal law.
Assists in the recording, receipt and maintenance of all official public records.
Assists with the recording and issuing of vital records.
Assists with the issuance of a variety of state and town licenses, permits and certificates (dog licenses, business certificates, vitals)
Responsible for assisting in all phases of election work. Assists in election planning, preparation and follow-up. Registers voters; issues, receives and records absentee ballots; certifies signatures on initiative petitions and nomination papers; tracks candidate campaign finance reports; administers oaths of office to elected officials; registers voters and performs the duties and functions of the Registrar of Voters.
Assists the Town Clerk in conducting all elections; by working before, during and after the polling hours of 7:00AM to 8:00PM; tabulates votes following the closing of the polls.
Assists with maintaining, updating and processing Census Data in the State Voter Registration Information System.
Attends all sessions of Town Meeting assists in the preparation of town meeting materials, various forms and required reports. In the absence of the Town Clerk is responsible for attending Town Meeting and prepare same for inclusion in the Permanent Record Book.
Regularly operates computers using standard office software, State Census/Voter Registration System, State Vital Records System, telephone, copier and other standard office equipment in addition to election equipment.
Has access to department related confidential information, such as restricted vital records, requiring appropriate judgement, discretion and professional office protocols.
Qualifications
:
High school diploma required, associate degree preferred and three to five years of municipal experience in a municipal setting dealing with the public strongly preferred.
Special Requirements
:
Position requires some work outside normal business hours, during Town Meetings, elections as well as voter registration deadlines and election preparations.
Proficient computer skills required. Familiarity and comfort with various computer programs, including intermediate skills with Excel, and website type program maintenance.
Certification as a Notary Public preferred.
Salary Range:
Full Time – Non-Union $55,633 to $76,008 depending on qualifications.
Hours:
8:30AM to 4:00PM, Monday thru Friday.
