Albemarle County Virginia - Agreement Concerning Albemarle County v City of Charlottesville Related to the Ragged Mountain Reservoir 07 March 2024 ( news )

The County of Albemarle and the City of Charlottesville announced today that the two jurisdictions have resolved the pending appeal in the matter of Albemarle County v . City of Charlottesville , which concerned recreational activities at the Ragged Mountain Reservoir . The Ragged Mountain Natural Area trails are for pedestrian use only .
"We are pleased to have settled the appeal with the City of Charlottesville on the matter of jurisdictional authority at the Ragged Mountain Natural area , ” said Albemarle County Board of Supervisors Chair Jim Andrews . "This has been the central issue in the case for the County . "
The Ragged Mountain Natural Area ( RMNA ) is the land surrounding the Ragged Mountain Reservoir , owned by the City of Charlottesville and physically located in Albemarle County . In 2016 , Charlottesville City Council approved an ordinance allowing biking and limited horseback riding at RMNA . Albemarle County’s ordinance prohibits biking or horseback riding adjacent to drinking water reservoirs . The lawsuit sought to resolve the conflict between the competing ordinances . As a result of the settlement , the County and the City have agreed that Ragged Mountain Natural Area trails are for pedestrian use only .
The settlement agreement provides that biking and horseback riding will be removed from the permitted activities at RMNA and the County will post signage to raise awareness . The County will also conduct public awareness and be responsible for any enforcement actions .
The City of Charlottesville has acquired additional parkland adjacent to RMNA . Biking and other recreation is welcome on the approximately 4 miles of trails in the Heyward Community Forest , also located off Reservoir Road .
“We are happy to bring this matter to a close , and it’s our collective desire to provide safe , attractive recreation to our community , ” shared Charlottesville Mayor Juandiego Wade .
