    , credit and debit card payments will be assessed a 3% Service Fee on payments made in - person , or online via Click2Gov for Community Development ( Planning , Building , & Business licensing ) , and Engineering transactions .
   Payments can be made via cash and check in - person without a fee; or by ACH ( e - check ) online via Click2Gov for a flat $0 . 99 fee .
   This is to avoid public tax dollars covering payment processing fees .
