Wildflower! Arts & Music Festival This Weekend
The City’s Wildflower! Arts & Music Festival takes place at Galatyn Park through Sunday , with a packed schedule beginning tonight at 6 p . m . Live music on five stages , a children’s area , an art guitar auction , strolling performances and talent competitions are all included in the price of daily admission , as well as access to food vendors and the WF! Marketplace .
Ticket Prices:
Three - day General Admission passes are $75 plus ticketing fee ( available online only through May 20 )
General Admission single - day tickets ( ages 13 and up ) purchased online are $35 ( plus ticketing fee ) for Friday and Saturday ( $45 at festival gates )
Sunday General Admission tickets ( ages 13 and up ) are $20 online plus ticketing fee ( $25 at the gates )
Kids 12 and under are admitted FREE each day with the purchase of a General Admission ticket

Prepare for Wildflower! Weather
With rain in the forecast for this weekend , people heading to the Wildflower! Arts & Music Festival are advised to plan for the weather since the festival takes place “rain or shine . ” The show will go on if there’s no lightning , no Tornado Warnings/destructive winds or destructive hail in the area , and if the rain is not heavy .
Community Events staff recommend bringing a rain poncho and a ground cover in case outdoor audience areas get muddy . Each person attending is allowed to bring a portable/collapsible chair or a blanket/sheet/towel . While any severe weather notifications will be relayed at festival stages , Emergency Operations Staff recommend signing up for the Emergency Alert System ( EAS ) to receive weather notifications at all your summer outdoor events—the system allows users to receive Wireless Emergency Alert messages via their phones .

“State of the Arts” Assessment Given to City Council
Members from the City’s Cultural Arts Commission ( CAC ) met with the City Council for a joint work session Monday and gave an update on the group’s activities over the past two fiscal years . The CAC makes recommendations each year to the City Council regarding grants for local arts organizations , conducts workshops for the grant recipients and provides representation on public art selection committees .
Highlights of the report included
:
$180 , 000 in Hotel/Motel Tax Funds were provided to 12 different arts organizations last year; $220 , 000 went to 21 organizations this year .
255 performances were supported by the grants last year; more than 600 performances were/will be supported by the grants this year .
Three pieces of public art were installed in Richardson in 2021: “Canopy” and “Texas Native Botanicals” at the Senior Center and “Rising Star” in the CORE District . Future public art projects will take place when the Library and City Hall are renovated .

City Council Continues Discussion Re: Short - Term Rental Regulations
City staff and the City’s legal counsel gave an update at Monday’s City Council work session regarding short - term rental ( STR ) regulations , a follow - up to a presentation given in April . Property rentals are considered short - term if rented for “not longer than 30 days . ” The update included information about legal considerations , including STR ordinances in other Texas cities as well as existing Richardson ordinances involving single family dwellings .
After much study , including the types of resident concerns received , the following STR regulations were recommended for the City Council to consider as part of a possible future Richardson ordinance:
An annual registration per STR
An annual registration fee per STR
A required brochure posted in all STRs that includes onsite safety guidance and City ordinance information ( noise , parking and trash )
A revocation process for registrations was also discussed . After receiving feedback from the Council , staff will lead further discussions about the topic at future City Council work sessions .

Pools to Operate Modified Schedule this Summer
In spite of offering hiring incentives , Richardson is one of many cities facing a lifeguard shortage this summer . As such , the Parks and Recreation Department has announced the following modifications to Richardson’s swimming pool schedule for summer 2022:
The city’s four neighborhood pools—Canyon Creek , Cottonwood , Glenville and Terrace—will be fully staffed and operate six days per week beginning June 4 . Additionally , the Cottonwood and Glenville pools will be open May 28 - 30 . Morning and evening swim lessons will also continue at the neighborhood pools as scheduled .
A decision on whether to open the Heights Family Aquatic Center will be made June 15 and is dependent on the availability of adequate staffing to allow for it to safely open .
The availability of Neighborhood Swim Teams is under evaluation pending the availability of coaches . An announcement will be made later if the program will be able to take place .
Pool rental reservations are now open , but no rentals will be available at the Heights Family Aquatics Center for summer 2022 if it opens .

Fire Department Gives Annual Report
Richardson Fire Chief Curtis Poovey presented the Fire Department’s annual report at Monday’s City Council work session , a comprehensive summary of the department’s 2021 activities and accomplishments . Notable statistics highlighted in the report included:
The department logged 12 , 859 emergency responses ( 2 , 785 fire incidents and 10 , 074 EMS services ) .
Of the $170 . 7M in property involved in fire incidents , $167 . 3M was saved .
According to the national Cardiac Arrest Registry to Enhance Survival , Richardson’s cardiac arrest survival rate was higher than the state and national percentages in 2021 , 37 . 5 percent vs . 29 . 3 percent and 29 percent respectively .
16 new firefighters were recruited , hired and trained .
The report also included statistics regarding fire investigations , educational outreach , building inspections , staff health and wellness initiatives and information about the department’s partnership with UT Dallas’ Emergency Medical Response Team .

Public Services Holds Heavy Equipment “Rodeo”
More than a dozen employees from Public Services gathered at the Service Center this week to compete in the City’s Heavy Equipment Rodeo as part ofNational Public Works Week . The rodeo involved two events where contestants had to use a backhoe loader to see how fast they could perform certain “tricks” such as knocking a tennis ball off a traffic cone and into the backhoe’s bucket .
The winner was Public Services Street Supervisor David Hamm . Public Services also celebrated the week with a picnic at Breckinridge Park . The American Public Works Association has been sponsoring National Public Works Week since 1960 to educate the public on the importance of public works in improving everyday quality of life .

Last Week for DART Bus Network Ridership Survey
Dallas Area Rapid Transit ( DART ) recently launched a new bus network and ridership survey to obtain valuable rider feedback . The feedback from the survey will help DART in finding and improving ways to better meet rider needs .
The survey is available in both English and Spanish and participants who fill out the survey have a chance to win one of several $100 gift cards .

Early Voting Ends Tonight for May 24 Primary Runoffs; Election Day is Tuesday
Early voting for the May 24 Democrat and Republican Primary Runoff Elections ends tonight , May 20 , at 7 p . m . , and Election Day voting takes place Tuesday , May 24 from 7 a . m - 7 p . m . Registered Dallas County and Collin County voters may vote early at any of their county’s early voting locations or vote on Election Day at any of their county’s Election Day locations ( the Richardson City Hall/Civic Center Parks Room is both an early voting and Election Day location for Dallas County ) . Cable Installation Impacts Southbound Lane on Coit , North of Spring Valley
The right lane of southbound Coit Road between Lamp Post Lane and Spring Valley Road may be closed to traffic from 9 a . m . - 3:30 p . m . for cable installation . The work is expected to be completed by early July .
Fiber Optic Work to Temporarily Close Lane on Greenville in IQ

Animal Shelter Pet of the Week
Rupert was surrendered to us because the owner was anxious about having a large breed dog around a newborn baby . This boy may have some white on his senior face , but as you can see in the photo , he has plenty of life to live . He spent all 5 years with his family living outside , so as we suspected , he tested positive for heartworm disease . Adopters can get discounted treatment for this through our partnership with Mazie’s Mission . We are hoping to find Rupert an indoor life where he can enjoy the cool A/C of our Texas homes , the plush comfort of a well - loved couch , and maybe a movie night or two . He lived with another dog and was described as submissive . He was frequently around a 5 - year - old child and remained laid - back and friendly . He is a bit shy here at the Shelter , but don’t let that deter you from the mellow , mild - mannered heart this boy is waiting to share .
