   General Description/JOB SUMMARY
   Under the general supervision of the Director, the Office Administrator provides administrative support to the Director and Assistant Director of the Child Support Enforcement Agency.  The Office Administrator is a management level position with many fiscal responsibilities. This position is responsible for coordinating the day to day activities of all staff within the Agency to ensure that each department is operating efficiently and in compliance with agency standards as well as local, state and federal regulations. 
    
    
    
    
    
   ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
   Performs a variety of fiscal management duties such as preparing and processing payroll, purchasing and processing vouchers/invoices, employee reimbursement requests, ordering all agency supplies in accordance with the CSEA Procurement Plan and Washington County Capital Asset Accounting Policy; responds to audit requests; completes statistical information and reports as required for state monitoring and federal audits; advises administrative officials on fiscal and budgetary matters and assists with budget preparation; ensures compliance with program policies and procedures. 
   Assist the Director and Assistant Director with administrative duties as assigned and maintains close supervision on the daily functions of the staff, ensuring efficiency and compliance with agency policies and procedures.  Ensures that all agency manuals are updated with current information. 
   Maintains personnel files and documentation including providing initial orientation for all new employees; provides new employees with program, administrative and personnel materials as well a review of the CSEA Policies and Procedures Manual; monitors and coordinates staff training for state compliance; interviews candidates for position vacancies and makes recommendations on hiring selections to the Director.
   Maintains the Time Clock Attendance System by updating data to reflect current information; approves leave requests for all bargaining unit employees; completes bi-weekly attendance reports; monitors staff attendance for the purpose of calculating time off, number of call in’s and tardies.
   Serves as the RMS Coordinator (Random Moment Sample) for the Agency; monitors daily RMS activity as well as the sample creation, maintenance of the agency calendar/roster and monthly upload.
   Serves as the FTI Coordinator (Federal Tax Information) responsible for monitoring agency compliance to the FTI policy requirements including the annual FTI training of all CSEA employees; maintains the record retention policies as it pertains to the destruction of documents.
   Serves as the TPOC (Technical Point of Contact)/LSC (Local Security Coordinator) for the Agency.  Provides network assistance and support as it pertains to SETS (password resets, system access for new employees and deleting access to former employees) and acts as a liaison between staff and the state IT Department; assists staff with computer related issues/troubleshooting.
   Demonstrates regular and punctual attendance.
   NON-ESSENTIAL JOB FUNCTIONS/OTHER RESPONSIBILITIES
   Performs all other related duties as assigned by the Director.
   KNOWLEDGE, SKILLS AND ABILITIES NECESSARY TO PERFORM THE ABOVE STATED DUTIES 
   KNOWLEDGE OF:  
   Office practices and procedures; federal and state laws and rules governing the child support program*; CSEA policies and procedures*; Washington County Personnel Policy Manual*; CSEA Collective Bargaining Agreement*; fiscal and budgetary operations; procedures for purchases, expenditures and payment, accounts payable and invoicing; inventory practices; computer operating systems; SETS*; CFIS*; RMS*. 
   SKILLS AND ABILITY TO:  
   Analyze, review, process and account for agency expenditures and receipts; establish and implement accounting or auditing procedures; read, comprehend and record figures accurately; prepare and maintain accurate records; effectively communicate verbally as well as in written form; handle sensitive inquiries and maintain confidentiality; show initiative and work independently; define and resolve problems, collect data, establish facts, and draw valid conclusions; strong time management and organizational skills to prioritize and coordinate multiple tasks simultaneously; develop and maintain effective working relationships; strong numeric and mathematical aptitude; proficient in the use of computers (Word, Excel).
   QUALIFICATIONS: 
   A minimum two (2) year degree is preferred for this position.  May consider other training and/or experience which indicates possession of the skills, knowledge and abilities listed above on an individual basis.     Salary is negotiable and will be based on education and experience.
