The Town of South Kingstown, a diverse coastal community of 30,000 citizens, has an exciting opportunity in the Tax Assessors Office.  The Town is seeking an experienced professional for the role of Town Assessor. This position oversees the Tax Assessors Office, and requires someone with exceptional people skills, the ability to multi-task, and stay organized.  This position is responsible for directing all activities and statutory responsibilities of the Assessor’s office including the valuation and assessment of real estate, motor vehicles and personal property for taxation purposes under the general guidance and direction of the Town Manager.  Duties include managing and participating in the assessment of real and personal property for tax purposes; making field inspections; appraising the value of all new construction, renovations and additions; updating the assessment of all property on the tax rolls; supervising and monitoring Town-wide Revaluations every three years; administering the general property tax in accordance with applicable state laws, town ordinances and accepted techniques of real estate appraisal and property assessment; supervising the preparation of the annual tax rolls; overseeing the maintenance of all tax exemptions; preparing departmental annual operating budget; reviewing and responding to Assessment Appeals and coordination of the Assessment Board of Review Appeal Hearing; and provides the Rhode Island Department of Revenue with annual State Reports. Several different software programs are used in the department including but not limited to Vision Tax Administration, Vision CAMA, New Vision, Excel, MUNIS and Microsoft Office.   
    
   The ideal candidate will have Bachelor’s Degree with a concentration in Business, Accounting or Finance and four to five years of responsible experience in real and personal property appraisal including two or more years of municipal assessment and appraisal work or a comparable combination of the same. Applicants who have the Rhode Island Certified Assessor designation, are a Licensed Rhode Island Real Estate Appraiser or who are pursuing related course work to achieve that designation are strongly desired.  Applicants must have a thorough understanding and experience in real estate appraisal work involving the lands and buildings of industrial, commercial, and residential properties; considerable knowledge of municipal property taxation principles, procedures, practices and methods of estimating property values for assessment purposes; considerable knowledge of real and personal property values in and around the tax jurisdiction; knowledge of applicable Rhode Island State statues governing assessment practice and exceptions.
