Stormwater Engineer
The Town of Billerica seeks self-driven candidates for the position of Stormwater Engineer. This position will report directly to the Town Engineer.
Duties:
Under the direction of the Town Engineer, the Stormwater Engineer will be responsible for implementing and monitoring all phases of the NPDES Stormwater Phase II for Small Municipal Separate Storm Sewer Systems (Small MS4 Permit); ensuring Stormwater Management Permit compliance; reviewing site plans and permits for compliance with stormwater regulations and Town regulations; stormwater design; stormwater system inspections; construction inspections; and duties as otherwise directed.
Essential Functions and Responsibilities:
Analyze and design drainage systems for Town projects.
Manage the study, design, permitting, and public procurement process including: prepare plans and specifications; prepare construction cost estimates; file environmental permits; supervise contractors; perform site inspections and manage consultants.
Ensuring permit compliance with the NPDES Stormwater Phase II MS4 permit. This includes: implementing the IDDE program; training of Town staff and engineering inspectors on erosion control and pollution prevention; developing education programs and participating in public education and community outreach events to support the goals outlined in the NPDES Small MS4 Permit; annually updating a stormwater newsletter and web page; coordinating, preparing and submitting annual reports to the EPA and DEP; completing inspections as necessary; working in conjunction with Town GIS Analyst to update/oversee stormwater mapping; managing and/or providing guidance to the DPW staff on projects and compliance with the MS4 permit.
Support various Town Departments by managing and/or performing peer review of stormwater designs and performing site inspections for private and public developments.
Understanding the Town’s bylaws, regulations and permitting process and proposing modifications to ensure compliance with the MS4 permit and State regulations.
Investigation and resolution of water quality and drainage complaints. Liaison between property owners and the DPW regarding stormwater matters.
Recommended Minimum Qualifications:
Education and Experience:
A candidate for this position must have a Bachelor's Degree in Civil or Environmental Engineering or a related field; Massachusetts Registered Professional Engineer License; five to seven (5-7) years of engineering experience with an emphasis in stormwater management; or equivalent combination of education and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. Employee must have a valid Massachusetts driver’s license.
Knowledge, Skills and Abilities
Skill in:
Principles and practice of Civil and Environmental Engineering.
Site design and analysis including hydrology and hydraulic analyses.
Requirements of the NPDES MS4 permit.
Stormwater management and best management practices.
Effective written and oral communication, and presentation skills.
Strong analytical, problem solving and trouble shooting skills.
Must be well organized and detail oriented.
Ability to interact with people at all levels in a professional manner.
And ability to:
Read, understand, interpret engineering plans, operating procedures, regulations, safety manuals, and other pertinent information, and relate expertise to others in a highly professional manner.
Prepare detailed reports and correspondence.
Interpret applicable federal, state and local regulations and maintain / strive for compliance.
Solve practical problems and deal with a variety of concrete variables in situations within the limits of standard or accepted practice.
Present and explain complex or controversial information effectively.
Deal with disgruntled members of the public in a tactful manner.
Physical and Mental Requirements
Employee works in a moderately loud office and is required to talk, listen/hear; stoop, kneel, crouch, crawl; stand, walk, sit, use hands, reach with hands and arms, climb and/or balance. Employee is occasionally required to work outside. Work requires some physical exertion such as long periods of standing, walking over rough, uneven surfaces, bending, crouching, stooping, stretching or reaching, and occasionally lifts up to 20 lbs. Somewhat undesirable working conditions due to exposure to dust, dirt, heat, fumes, cold, noise, wetness and vibration. Normal vision is required. Equipment operated includes a personal computer and technical software, such as Microsoft Excel, Word, ArcView, ArcInfo, AutoCad and other programs.
Hours:
8:30am to 4:00pm; Monday through Friday
Yearly Salary:
$81,000 - $98,000.
