   CAREER INFORMATION:
   This position reports directly to the Finance Director. The fundamental reason this classification exists is to perform a variety of professional accounting work related to the preparation and maintenance of public sector accounting and financial reporting records, financial functions related to budget and annual audits, and other related duties as assigned within the scope of the classification level.
   JOB DESCRIPTION:
   Maintains accounting records in conformance with generally accepted accounting principles (GAAP) applicable to government; reviews accounting documents to ensure accuracy of information and to verify proper authorization and conformance with agreements, contracts and applicable laws and regulations; and prepares adjusting journal entries involving a variety of transactions and funds.
   Compiles and prepares financial statements and supporting schedules; reviews statements and performs financial variance analysis; and performs reconciliation of general ledger accounts to subsidiary ledgers and bank statements.
   Participates in the preparation of the Comprehensive Annual Financial Report (CAFR) and supporting schedules; and interacts extensively with internal and external auditors.
   Maintains accounting records and prepares required reports for federal, state, county, and other external funding sources.
   Maintains fixed asset records; analyzes expenditures for capitalization in accordance with City policy; and calculates depreciation expense.
   Installs new accounting systems and procedures and instructs other departments in their use. Assists other City departments with the financial aspects of projects and grants.
   Monitors developments in the accounting field and recommends modifications and revisions to policies, procedures, and practices.
   Performs other related duties as assigned.
   KNOWLEDGE OF:
   Principles, practices and terminology of generally accepted accounting principles (GAAP) applicable to government, including pronouncements of the Governmental Accounting Standards Board (GASB); Principles and practices of integrated computerized financial systems, particularly related to the processing of accounting information; Financial statement preparation; Laws, principles and practices related to the investment of public funds; Applicable federal, state and municipal laws, rules and regulations governing public agency accounting and finance practices, fiscal controls, and financial reporting, including requirements related to the Single Audit Report; City policies and procedures; Computer software applications used in the accounting office environment; Quality customer service principles and practices; Managing projects and meeting deadlines; Basic principle of employee development and training.
    
   SKILLS IN:
   Verifying the accuracy of financial data and information; Ensuring proper authorization and documentation for financial transactions; Analyzing, posting, balancing, and reconciling financial information; Making accurate mathematical calculations; Directing and reviewing the work of accounting personnel in specified work areas; Reviewing and interpreting financial reports, transactions and legal documents; Making independent judgments within established guidelines; Preparing clear, concise and complete financial reports and statements; Establishing and maintaining effective working relationships with those contacted in the course of work.
   Analyze and interpret financial and accounting records and draw sound conclusions; Prepare and interpret complex financial statements, reports and analyses; Design and install new and improved accounting and record keeping systems; Analyze problems; identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; Establish and maintain effective working relationships with those contacted in the course of work; Communicate clearly and concisely, both orally and in writing; gain cooperation through discussion and persuasion.
   Correct use of oral and written English, and proper spelling, punctuation, and composition.
   REQUIRED QUALIFICATION:
   Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
   Associate degree from an accredited college or university major course work in accounting, finance, business administration, or a closely related field
   and
    
   three to five years of accounting/finance experience preferably in a governmental or public agency setting.
   Bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration, or a closely related field
   and
    
   one to two years of accounting/finance experience preferably in a governmental or public agency setting.
   Possession of or ability to obtain a valid California Driver’s License may be required
   PHYSICAL ABILITIES AND WORK ENVIRONMENT:
   While performing the duties of this job, the employee is frequently required to walk, sit, and talk or hear. The employee is occasionally required to use hands, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl.
   Correct use of oral and written English, and proper spelling, punctuation, and composition.

   The City of McFarland offers an excellent benefit package including:
   Comprehensive City paid medical, dental, and vision benefits for the employee and Dependents
   Life insurance equal to 1-year base salary with a minimum of $50,000
   Retirement: Deferred Compensation 401(k) -The City of McFarland contributes an additional 10% of an employee's pay each pay period into a 401K plan, at no cost to the employee.

   Section 125 plan participation
   12 days' vacation and 12 days sick pay accrued annually
   13.5 Days Holiday Pay
   9/80 Work Schedule- every other Friday off
