An exciting opportunity is now open within the Health Department for a Solid Waste/Recycling Monitor. This is a part-time non-benefit eligible position at $23.72 hourly.
Position Purpose:
Position is responsible for investigating complaints affecting the general public, violations of the State Sanitary Code, State Environmental, local Board of Health regulations and Town by-laws with concerns to Solid Waste and Recycling. Assists in the development and implementation of the recycling program. Performs all other related work as required.
Essential Functions
:

Observes and investigates into violations of the Town’s curbside solid waste rules and regulations.
Responsible for contact with offenders, if determined, and then educates the person on proper procedures.
Maintains records of violations and violators.
Recognizes repeat offenders and initiates pre-approved enforcement actions including written warnings.
Advises Supervisor of non-responsive/non-compliant persons. Proposes to Supervisor further enforcement that may be necessary.
Promotes the curbside toter program and any other curbside solid waste programs being instituted by the Town.
Monitors transfer station when applicable.
Delivers toters to citizens, repairs, and maintains records of deliveries completed.
Performs similar or related work as required, directed or as situation dictates.
Recommended Minimum Qualifications:
Education, Training and Experience:
High School diploma or GED required; experience in public relations or public outreach; Bilingual (English/Spanish) helpful; or any equivalent combination of education and experience. Must possess a valid Massachusetts Motor Vehicle Operator’s License.
Knowledge, Ability and Skill
:
Knowledge:
Extensive knowledge of the solid waste and recycling industry, technology math and basic English skill related to report writing.
Ability:
Ability to communicate effectively and efficiently verbally and in writing with tact at all times. Ability to work effectively under time constraints to meet deadlines. Ability to estimate percentages of loads for compliance with Waste Ban laws.
Skill:
Skill in operating a computer, camera, automobile and light truck. Excellent communication skills.

Supervision Scope:
Performs responsible work which involves the exercise of independent judgment and initiative in field supervision and the gathering and interpretation of data.
Supervision Received:
Work is performed under the direction of the Director of Inspectional Services and Health Inspector/Solid Waste and Recycling Coordinator.
Supervision Given:
None.
Job Environment
:
The majority of work is performed outdoors with exposure to extremes of heat and cold temperatures and inclement weather. Incumbent is subject to the hazards associated with working at a Solid Waste facility. Work environment is loud. Has exposure to hazardous materials/fumes and near moving mechanical parts.
Operates an automobile, camera, telephone, facsimile machine, copier, calculator, and other standard office equipment.
Employee has frequent contact with the general public, truck drivers, and machine operators. Contacts are in person, by telephone, and in writing and involve an information exchange dialogue.
Has no access to confidential information.
Errors could result in personal injury and significant setback to the curbside solid waste program.
