   Under general supervision, the
   Senior Planner
   performs advanced professional
   transportation and/or housing planning and programming
   work and administers a variety of local, state and federal transportation and/or housing funding programs; prepares and administers transportation or grant funded plans and programs; coordinates and serves as a lead for special projects; performs other related duties as required.
   
   The Senior Planner is in the journey level class in the professional planning series in which incumbents are expected to independently perform the full scope of assigned duties of high complexity and variety. Incumbents in this position work independently in the research, analysis and administration of transportation and/or housing plans and programs. This classification is distinguished from the next lower classification of Associate Planner by the assignment of more complex duties and lead supervisory responsibilities for specific programs and projects.
   
   The Senior Planner receives general supervision from the Department Manager. Incumbents in this classification may exercise supervision of lower classification depending on assignment.
   Duties & Responsibilities
   ·
   Performs advanced professional work related to a variety of transportation and housing planning assignments;
   ·
   Manages complex planning studies including consultant-procured services and deliverables;
   ·
   Develops project budgets, assists with the procurement process, verifies contract expenditures and compliance;
   ·
   Provides professional planning assistance to member agencies;
   ·
   Develops transportation plans, studies and analyses on a regional basis, including the application of the traffic model;
   ·
   Prepares and administers transportation or grant funded plans and programs;
   ·
   Provides assistance to member agencies in the development and administration of grant funded programs;
   ·
   Assists in the development of project agreements;
   ·
   Manages the development, implementation and monitoring of federal and state long term planning documents;
   ·
   Provides information and assistance to member agencies, outside agencies and the public regarding laws, regulations, standards, policies, and procedures related to the submission of plans, processing of applications and implementation requirements;
   ·
   Ensures that transportation plan and grant requirements are met;
   ·
   Administers housing-related programs including the Regional Early Action Planning (REAP);
   ·
   Prepares staff reports, resolutions, proposals, grant applications, letters, public hearing notices;
   ·
   Collects and analyzes complex data for special reports and projects; engage in and conducts citizen participation activities.
   ·
   Serves as project coordinator or team leader on specific projects;
   ·
   Provides training for less experienced planning staff;
   ·
   Responds to the more complex questions and concerns from member agencies, outside agencies and the general public;
   ·
   Establishes positive working relationships with representatives of community-based organizations, other agencies, MCAG management and staff, and the public.
   Education & Training
   Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Senior
    Planner
   . A typical way of obtaining the required qualifications is to possess the equivalent of four years of experience in regional/municipal planning, and a bachelor’s degree in urban or regional planning, public administration, or related field. Graduate work may be substituted for one year of experience. Relevant work experience exceeding 6 years may be considered in lieu of a degree.
    Possession of, or ability to obtain, a valid Class C California driver’s license.
   Knowledge & Experience
    Experience with traffic modeling and/or housing planning highly desired but not required.
   Knowledge of principles, practices and techniques of urban and regional transportation and/or housing planning and project implementation; statistical methods and research techniques applicable to the preparation of transportation planning documents and funding requests; techniques and processes involved in the preparation and implementation of long-range plans.
   Understanding of basic organization, functions and activities of local government; principles and practices of budget development, implementation, tracking and reporting.
   Basic principles of mathematics; applicable federal, state and local laws, codes and regulations, including C.E.Q.A. and N.E.P.A.; methods and techniques of scheduling work assignments, training staff and serving as project lead person; standard office procedures, practices and equipment; modern office practices, methods and equipment, including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; occupational hazards and standard safety practices.
   Skills & Abilities

   Excellent oral and written communication sills for preparing and presenting planning reports and projects
   ·
   Excellent interpersonal skills for facilitating relationships with member agencies, other regional planning agencies and state/federal authorities
   ·
   Creative problem-solving skills to gather relevant information to solve less well-defined planning problems
   ·
   Group facilitation skills for use with community workshops and public meetings
   ·
   Ability to work on several projects or issues simultaneously
   ·
   Ability to provide effective supervision and staff management
   ·
   Ability to manage projects effectively and meet firm deadlines
   ·
   Ability to facilitate in-person and virtual public participation activities

   Physical Demands:
   Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required. Additionally, the incumbent in this position works outdoors in all weather conditions, including wet, hot and cold. The nature of the work also requires the incumbent to drive motorized vehicles.
