   Monday through Friday, 7:00 a.m. - 3:30 p.m.
   DISTINGUISHING FEATURES OF CLASS:
   A skilled, technical, professional position that involves reviewing improvements to public infrastructure for new developments and public improvements to existing city infrastructure. The incumbent will also assist the City Engineer with the supervision and daily operations of the Engineering Department.
   SUPERVISION RECEIVED:
   Works under the direct supervision of the City Engineer.
   SUPERVISION EXERCISED:
   Exercises supervision over lower level engineers, such as the Civil Engineer. In the absence of the City Engineer; the incumbent exercises supervision over GIS analysts, Administrative Assistant, and other department staff.
   ESSENTIAL JOB DUTIES:

   Reviews engineering plans, specifications, permit applications and calculations submitted for public and private sector development for compliance with civil engineering principles, applicable policies, codes, and local ordinances. Issues municipal permits for work within City owned right-of-way.
   Serves as the supporting Enforcement Officer, as defined by the Lake County Stormwater Management Commission, on all stormwater related issues regulated by the Municipal Stormwater Ordinance.
   Prepares detailed drawings, scope, plans, designs, cost estimates, and specifications for projects related to the city’s infrastructure as mandated by the engineering industry, regulatory, and funding agency standards.
   Analyzes reports, maps, drawings, blueprints, tests, etc. on soil, composition, terrain and other topographical and geologic data as one element which must be considered to plan and design projects.
   Coordinates, schedules, and conducts inspections of work sites to assess project status, identify potential problems, and recommend solutions to keep projects within scope and budget. Manages contractual engineering work as required.
   Prepares scope of work, cost estimates, establish and monitors budgets, project management and coordinates implementation of capital improvement projects.
   Creates, updates and revises city infrastructure systems to ensure to ensure system safety and efficiency with established Civil Engineering standards and confirm compliance with policies and procedures.
   Coordinates and reviews the work of subordinate engineers
   Assist general public with complaints and requests.
   Assist in the preparation of the department budget and operational policies.
   Handle department operations in the absence of the City Engineer and assist in coordinating and directing daily activities of subordinate employees.
   Assists with preparation of the five (5) year Capital Improvements Program for municipal water, sewer and street systems.
   Attend Public Works Committee meetings, City Council meetings, Community Development Review Board meetings, and various regional meetings at which the City’s presence is desired, if needed.

   KNOWLEDGE, SKILLS AND ABILITIES:
   The incumbent must possess the following knowledge, skills and abilities in order to successfully perform the essential job duties.
   Advanced knowledge of the Lake County Watershed Development Ordinance and how it applies to permit compliance.
   Advanced knowledge of modern practices and principles of civil engineering, land surveying, and mapping.
   Detailed knowledge of materials, techniques, and municipal codes and ordinances as applied to design, construction, and maintenance of infrastructure and facilities projects.
   Detailed knowledge of surveying equipment, such as total station and global positioning system equipment.
   Strong skills using Autodesk AutoCAD to create drawings for permitting.
   Intermediate skill using personal computer, engineering applications, and data management software.
   Intermediate knowledge of GIS concepts, procedures and technology.
   Intermediate knowledge of PDF Editors and Microsoft Office software.
   Ability to apply engineering knowledge to complex civil engineering problems with versatility, judgment, and perception.
   Ability to organize, analyze, interpret, and evaluate routine engineering problems and provide practical and cost effective solution.
   Ability to negotiate and resolve conflict.
   Ability to establish and maintain effective working relationships with other employees, supervisors, public officials, other governmental agencies and the general public.
   Critical thinking skills to assess how one change can affect the entire project.
   Ability to effectively communicate verbally and in writing.
   Ability to work well with others.

   PHYSICAL DEMANDS:

   Regularly (>80% of day) Requires sitting for extended periods of time, standing, visual acumen, manual dexterity and fingering for working with computer key boards.
   Frequently (50-80% of day) drives, writes, uses color vision.
   Occasionally (20-49% of day) stands.
   Rarely (<20% of day) lifts/moves up to 50 pounds.
   WORK ENVIRONMENT:

   Regularly (>80% of day) works in a climate controlled office with moderate noise, works under minimal supervision and works under deadlines.
   Frequently (50-80% of day) works around others and with the public.

   Rarely (<20% of day) works under close supervision, in a loud environment, and travel for training purposes.
   MINIMUM REQUIREMENTS:
   The incumbent must possess the following minimum requirements in order to successfully perform the essential job duties.
   Bachelor’s degree in Civil Engineering from an ABET accredited university; plus, five (5) years of experience related to this position, or an equivalent combination of training and experience, provided the degree requirement is met.
   Certified Floodplain Manger (CFM) Certification Preferred.
   Must be an Engineer Intern (E.I.), having passed the Fundamentals of Engineering Exam, design experience in lieu of E.I. registration will be considered.
   Extensive experience with public utility maintenance and construction.
   Valid driver's license.
