☷Selection Committee Announces Leaders to Operate the CHIPS for America National Semiconductor Technology Center

Today , a group of experts announced the upcoming board of trustees for a nonprofit organization that will run the National Semiconductor Technology Center ( NSTC ) . The NSTC is a crucial part of the CHIPS for America program , focused on research and development in the semiconductor industry . The new board members will start the process of establishing the nonprofit and hiring leaders . The Department of Commerce will provide funding for the NSTC through an agreement with the nonprofit . The selection committee members expressed their excitement about the potential impact of the NSTC in the semiconductor industry . The goal is to bring semiconductor manufacturing back to the US and strengthen national security . Secretary of Commerce Gina Raimondo and Under Secretary of Commerce for Standards and Technology Laurie E . Locascio praised the board members for their commitment to advancing American technological leadership . Director of the National Economic Council Lael Brainard highlighted the importance of this milestone in supporting research and development in chip technologies . The Federal Register Notice asked for selection committee nominees to find "impressive , driven , forward - thinking leaders" for the NSTC . The initial members of the new board of trustees include: Robin Abrams , who has over 40 years of experience in building and running tech companies; Craig R . Barrett , retired CEO and chairman of Intel Corporation and an advocate for STEM education; L . Reginald Brothers , a principal at MIT Lincoln Laboratory and AE Industrial; Nicholas Donofrio , a long - time IBM employee who led their technology and innovation strategies; and Donna L . Dubinsky , an entrepreneur known for her work in handheld computers and smartphones . She also served on the board of Yale University from 2006 - 2018 , including two years as a senior trustee . She was also a director of Intuit from 1999 - 2006 . Dubinsky earned a B . A . from Yale University and an M . B . A . from Harvard Business School . Erica R . H . Fuchs is a professor of engineering and public policy at Carnegie Mellon University . She is also affiliated with the Department of Materials Science and Engineering and Heinz College of Information Systems and Public Policy . Fuchs is the founding director of the National Network for Critical Technology Assessment and was the founding director of Carnegie Mellon University ' s Manufacturing Futures Initiative , which is now an endowed institute . She is also a member of the Massachusetts Institute of Technology ( MIT ) Corporation Visiting Committee for the MIT Institute for Data , Systems and Society . Fuchs obtained her Ph . D . , S . M . , and S . B . degrees from Massachusetts Institute of Technology . James D . ( Jim ) Plummer is the John M . Fluke Professor of Electrical Engineering at Stanford University . He previously served as the dean of the Stanford Engineering School from 1999 - 2014 . Plummer ' s expertise lies in semiconductor devices and technology , particularly in CMOS logic and high - voltage devices . He has written widely - used textbooks on chip technology and has served on the board of directors for companies like Intel and Cadence . Plummer received his B . S . from UCLA and his M . S . and Ph . D . in electrical engineering from Stanford University . Plummer will be the first chairperson of the National Semiconductor Technology Center . The bipartisan CHIPS and Science Act established four research and development programs at the Department of Commerce . These programs are under the supervision of the CHIPS Research and Development Office within the National Institute of Standards and Technology ( NIST ) . They include the National Semiconductor Technology Center , the National Advanced Packaging Manufacturing Program , up to three new Manufacturing USA institutes focused on semiconductors , and the CHIPS R&D Metrology Program . CHIPS for America is a part of President Biden ' s economic plan to invest in America and promote private sector investment . Its aim is to create well - paying jobs and enhance the U . S . ' s competitiveness in the 21st century . CHIPS for America consists of the CHIPS Program Office , which handles manufacturing incentives , and the CHIPS Research and Development Office , which oversees R&D programs . Both offices are located within the NIST at the Department of Commerce . The NIST ' s mission is to advance measurement science , standards , and technology to drive U . S . innovation , industrial competitiveness , economic security , and quality of life improvement .
