PUBLIC NOTICE FOR POSITION BEING FILLED UNDER DIRECT HIRE AUTHORITY ( DHA ) DHA FOR CERTAIN PERSONNEL OF THE DOD WORKFORCE Public Notice Number: PEOAVN - DHA - 1109 - 22 - 0057 Opening and Closing Dates: 28 April 2022 through 12 May 2022 ( 11:59pm CT ) Position Title: OPERATIONS RESEARCH ANALYST . Multiple positions may be filled using this Public Notice Grade: NH - 1515 - 04 Full Performance Level: NH - 04 Duty Location: US Army Acquisition Support Center , Office of the Program Executive Office , Aviation ( PEO AVN ) , Redstone Arsenal , Alabama Salary Range: $112 , 548 – $172 , 102 Work Schedule: Full - time Appointment Type: Permanent Start Date: On or around 19 June 2022 Relocation: Relocation ( PCS ) expenses may be authorized ( subject to available budget ) if the selecting official determines the relocation is in the best interests of the government . Recruitment or Relocation Incentives may be authorized in accordance with agency policy . Travel Requirement: Up to 25% Temporary Duty Travel required Who May Apply: U . Basic Qualification Requirement: Degree: in operations research; or at least 24 semester hours in a combination of operations research , mathematics , probability , statistics , mathematical logic , science , or subject - matter courses requiring substantial competence in college - level mathematics or statistics . At least 3 of the 24 semester hours must have been in calculus . In addition to meeting the basic requirement above , to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes developing and applying operations research/statistical/mathematical methodologies and techniques to the problem of cost estimating/cost analysis for the program of activities associated with the research , development , production , and deployment of aviation systems . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service ( GS - 13 ) . Some federal jobs allow you to substitute your education for the required experience in order to qualify . For this job , you must meet the qualification requirement using experience alone - - no substitution of education for experience is permitted . Responsibilities/Duties: 1 ) Cost Analysis: a . Serves as a senior cost analyst , expert , consultant , and responsible for developing and applying operations research/statistical/mathematical methodologies and techniques to the problem of cost estimating/cost analysis for the program of activities associated with the research , development , production , and deployment of aviation systems managed by a PEO/Project Management Office ( PMO ) . b . Plans and conducts a program of studies designed to produce effective and efficient cost analyses within an assigned area , including suitable methods of estimating and analyzing hardware costs and program costs , where these studies are of such scope as to require coordinated input effort on the part of other constituent elements and contractors and the integration of interdisciplinary studies ( e . g . , mathematical modeling , statistical , engineering , economic ) c . Reviews Program Office Estimates ( POEs ) and Cost Analysis Requirements Description ( CARD ) in support of Validations and Milestone Reviews d . Has a demonstrated knowledge of Cost Review Board ( CRB ) process through Cost Review Board Working Group ( CRBWG ) experience to develop an Army Cost Position ( ACP ) . e . Reviews other cost related products; e . g . , Independent Government Estimates ( IGEs ) , Economic Analyses ( EAs ) , Business Case Analyses ( BCAs ) , Depot Labor studies , Cost - Benefit Analyses ( CBAs ) , Analysis of Alternatives ( AoA ) . f . Reviews programmatic and cost related products in various briefings/deliverables , e . g . , Army Program Budget Briefs ( APBB ) , Program Objective Memorandum ( POM ) , Strategic Portfolio Analysis Review ( SPAR ) , Program Management Reviews , Predictive Resource Staffing Model ( PRSM ) , and various Acquisition documents . g . Reviews Defense Acquisition Executive Summary ( DAES ) and Selected Acquisition Reports ( SAR ) submissions h . Subject matter expert in utilizing ACEIT model , EXCEL , along with other cost estimating tools to capture life - cycle cost estimates . i . Maintains a current knowledge of and answers questions on procedures , policies , directives , etc . , and obtains decisions when appropriate . Conditions of Employment: 1 ) Must meet suitability for Federal employment 2 ) Will be required to provide proof of U . S . Citizenship 3 ) Must be able to obtain/maintain a Secret Security clearance 4 ) May be required to serve a 2 - year probationary period 5 ) Direct Deposit of pay is required 6 ) This position is an Army Acquisition , Logistics and Technology Workforce position . Selectee will be required to meet the positions requirements for certification at the appropriate level within 24 months of entrance on duty . 7 ) This is an Army Acquisition , Logistics and Technology Workforce position . Selectee must meet position requirements for Business - Cost - Estimating certification within 48 months as of entrance on duty . 8 ) Must obtain Level 3 DoD Financial Management Certification ( FMC03 ) . 9 ) This is a critical acquisition position . 10 ) Selectee must execute , a written agreement to remain in Federal service in the position for at least three years . In signing such agreement , the employee does not forfeit any employment rights , nor does such an agreement alter any other terms or conditions of employment . 11 ) Selectee is required to submit a Financial Disclosure Statement , OGE - 450 , Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually .
