Examples of Duties
The Planning Department’s Commercial Revitalization program planner will help develop, design and deliver commercial revitalization initiatives, services and projects in the commercial corridors, commercial revitalization districts, business districts and Main Street communities. This will involve support for businesses and business organizations, and beautification and physical improvements in order to strengthen and improve the local economies and foster vibrancy in commercial areas of the County.
Establish a regular presence in the CRDs to work with the business organizations, promote the County’s commercial revitalization programs and identify opportunities for improvements. Work with property and business owners.
Manage departmental programs for the Commercial Revitalization Districts (CRD):
Oversee and lead the CRAG grant application review and approval processes.
Serve as contact person for applicants and relevant contractors and agencies for BILP, AoC and tax credits.
Work with applicants for CRAG.
Track and monitor the grants and expenditures.
Establish criteria for awarding funds metrics for assessing success with appropriate documentation.
Work with all the community planners to ensure they are engaged in local projects and/or sectors.
Work with DEWD, OCE/Communications to market and promote the CRD programs and revitalization.
Develop communication materials to promote the diverse CRD programs.
Assist in ensuring the Development Review Panel area guidelines are applied coordinate with other planners and Dev Rev Team.
Work with, support and help expand the capacity of local business organizations and chambers.
Assist with plan development and implementation.
Engage merchants and business owners, community stakeholders and partner organizations in the various business districts.
Work with the communities, businesses and DPW&T to create and provide streetscape improvements and complete streets as appropriate.
Working with Property Management and DPWT, identify priority projects for possible inclusion in the CIP budget.
Work closely with planners during the County rezoning process and in the development of community plans and design guidelines.
Identify and seek other state, federal and private funding to support commercial revitalization Conduct research and advance best practices and future looking concepts in commercial revitalization.
Work with county staff to implement progressive strategies.
Work closely with the County Business Specialist to help businesses in the CRD reach their goals and objectives.
Examples of Other Duties
May perform the duties of a Project Manager. Performs other related duties as required.

Qualifications
Graduation from an accredited college or university with a master's degree in planning or a related field*, plus one year professional planning, zoning, development or land use experience.
*Related Fields such as: architecture, business administration, civil engineering, landscape architecture, law, public administration, and social sciences (e.g. economics, geography, political science, sociology, urban and/or regional affairs or studies, etc.)
OR
Graduation from an accredited college or university with a bachelor's degree, plus three years' professional planning, zoning, development or land use experience.
(Additional planning education beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience. Additional professional and/or paraprofessional planning, zoning, development or land use experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
Preferred Qualifications:
Experience in commercial revitalization, real estate redevelopment, landscape architecture, non-profit organizations, urban design, community based planning and/or organizing.
[Standard for a P2].
Commitment to engaging in fieldwork in diverse communities and working with racial and ethnic minority property and business owners and organizations.
Able to coordinate and manage multiple tasks and projects.
Preferred to have conversational and written knowledge of Spanish.
Knowledge of/experience with urban design and/or architecture.
Ability to work independently.
Ability to conceptualize and put ideas into action.
ArcGIS
Strong aptitude for interpreting data and data trends, including CoStar or other tools.
Ability to develop and maintain strong relationships with business owners, county agencies, elected officials, non-profit organizations and other community groups.

EXAMINATION PROCEDURE
