   A vacancy exists in the Department of Planning.

   Examples of Duties
   Under general supervision, performs professional planning work within the Community Planning Division of the Department of Planning.
   Works directly with community associations and stakeholder groups on various initiatives including commercial revitalization and redevelopment, housing initiatives and general community conservation efforts.
   Assists with project management for community development and planning projects and will be involved in project development, coordination with partner agencies, stakeholder engagement, and fostering partnerships.
   Grant writing and administration experience, including providing grant management support to community partners.
   Conducts and participates in meetings with citizens, advisory groups, representatives of other County and governmental agencies, developers, and others regarding development and planning issues.
   Experience in public speaking including making presentations and answering questions in a public setting.
   Collaborates both with co-workers and with stakeholders, as well as adept at managing multiple priorities in order to meet targeted deadlines.
   Serves as lead planner for special projects inclusive of preparing reports and supporting graphic display materials descriptive of research and recommendations. May be responsible for production of public-facing graphic materials such as one-sheets, reports, informational display boards, signs, and maps. Should be fluent in Adobe software programs and ArcGIS.
   Strong written communication skills, including the ability to prepare complex staff reports.
   Reviews, analyzes, interprets concept, development, landscape and other plans and development proposals for compliance to zoning regulations, planning policies and design guidelines and prepare staff reports.
   Assists in the development, modification, and administration of the master plan, zoning regulations, design guidelines and other policies and legislation.
   Researches, prepares, and presents studies of planning issues such as land use, growth management, site design, and zoning and related legislation.
   Commitment to engaging in fieldwork in diverse communities and working with racial and ethnic minority communities.
   Ability to develop and maintain strong relationships with county agencies, elected officials, non-profit organizations and other community groups.
   Examples of Other Duties 
   May perform the duties of a Project Manager. Performs other related duties as required.

   Qualifications
   Graduation from an accredited college or university with a master's degree in planning or a related field*, plus one year professional planning, zoning, development or land use experience.
    *Related Fields such as: architecture, business administration, civil engineering, landscape architecture, law, public administration, and social sciences (e.g. economics, geography, political science, sociology, urban and/or regional affairs or studies, etc.)  
     OR
   Graduation from an accredited college or university with a bachelor's degree, plus three years' professional planning, zoning, development or land use experience.
    (Additional planning education beyond a bachelor's degree may be substituted on a year-for-year basis for the required experience. Additional professional and/or paraprofessional planning, zoning, development or land use experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.)

   Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

   Preferred Qualifications
   Seeking an enthusiastic, creative, and innovative community planner who is experienced in providing public sector services to residents, business owners, community groups, property owners, developers and all other constituencies in Baltimore County. Planner should have a working knowledge of long-range urban design and planning concepts and processes, and the ability to connect design and public outreach processes between long-range and interim-design projects.
   EXAMINATION PROCEDURE
   Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions.  Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
   Conditions of Employment
   New employees will be required to provide proof of their COVID-19 vaccination at time of appointment.  
   Physical and Environmental Conditions
   The work of this classification is essentially sedentary. Some positions may require fieldwork and travel between work sites.
   Medical Examination and Employment Background Investigation
   Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
