The Director role reporting to the Town Manager will be responsible for the administration and enforcement of the International Property Maintenance Code and applicable municipal ordinances/regulations. In addition, will perform various types of field inspections and office work involved in ensuring that residents, businesses, and property owners comply with same. Provides direction and oversight to code enforcement staff.
This position is part-time at 28 hours/week (days flexible). Salary DOQ.
Responsibilities:
Supervises the administrative and clerical functions of the department.
Supervises, establishes, and maintains needed records and files.
Submits monthly reports of inspections made including names and addresses of owners, occupants, or lessees of premises, dates of inspection, code violations found if any, notices of violation served, complaints filed with courts or agencies, and dates of compliance or disposition of cases.
Assists in promulgation of municipal ordinances and regulations.
Conducts field inspections and special investigations to ensure compliance with various municipal ordinances.
Initiates and enforces rules and regulations in relation to enforcement of various municipal ordinances.
Initiates necessary legal action against violators of various municipal ordinances and regulations.
Works closely with the Municipal Court staff on the proper scheduling of matters requiring adjudication.
Other additional work as directed by the Town Manager or his designee.
Requirements:
High School Graduate or GED required; college degree or some college preferred.
Requires possession of a drivers’ license valid in the State of New Jersey.
Familiarity of the problems involved in organizing work and developing effective work methods both in the field and in the office.
Knowledge of the procedures to be followed and the precautions to be taken on observing and collecting facts which are significant in determining whether laws are being properly observed.
Analyze, comprehend, and interpret municipal rules, regulations, policies, procedures, and ordinances, and apply them to specific cases.
Ability to note significant conditions and to take proper action when action is called for in accordance with prescribed procedures.
Ability to make accurate observations and record conditions, and abstract and note those things which are significant.
Ability to make necessary inspections and investigations (including photos and videos) without giving unnecessary offense.
Ability to take and maintain a firm, correct stand when controversial matters are considered.
Ability to properly, respectfully, and effectively communicate with residents, business owners, property owners, landlords, tenants, and internal staff members alike.
Proficient in Microsoft Office including Word, Excel, PowerPoint and Outlook (or similar).
Strong attention to detail and the ability to work independently and as part of a team.
