   The Department:
    The Caroline County Department of Public Works maintains the County’s infrastructure including roads, bridges, drainage, public buildings, fleet, and heavy equipment.   The Department is divided into two major divisions: Roads and Special Services.  The Roads Division maintains over 300 miles of paved and tar-and-chip roads and about 78 miles of unpaved roads.  This includes maintaining bridges, culverts, roadway shoulders and signs.   The Special Services Division takes care of nearly 250,000 square feet of County buildings.  The County’s fleet of vehicles and heavy equipment represents about $10 million of equipment.
    
   About the Position:
    This is an entry-level management position and/or a highly technical and specialized administrative support position. This position requires the ability to manage other employees in the performance of administrative work and/or the ability to manage highly complex projects under the supervision of a department head. The employee sets deadlines, plans and performs assignments independently, referring to the department head when matters are unclear or require management level decisions.  May assist and direct clerical and/or fiscal employees while establishing and maintaining methods and procedures. Most work occurs in an office setting where professional behavior, attitude, and attire are required.
    
    
   Required Knowledge and Skills: 
    
   Thorough knowledge of the communication process on all levels; of business English, spelling, punctuation, and grammar; of the operation of various common types of office equipment, business math, forms control and information management to include record retention; of the organization and mission of the department.
    
   Working knowledge of basic first line supervision, overall functions of local governments and training of newly assigned personnel; of budgeting and maintenance of financial records.
   Thorough knowledge in the operation of office machines, computers, and various software programs.
    
   Ability to work independently and to understand and follow complex directions, regulations, and policies; to communicate effectively and politely with coworkers and the public; to elicit, record and pass whatever technical information is necessary.  Must be able to maintain confidentiality.  
    
    
   Essential Functions: 
    
   Must be able to read regular typewriter size print, (vision correction instruments are acceptable)
   Hear the normally spoken word at fifteen (15) feet, (hearing aids are acceptable)
   Discern various odors.
   Speak clearly and concisely to communicate with public and staff.
   Lift, pull, push, and carry twenty-five (25) pounds.
   Sit for periods in excess of one (1) hour.
   Pick up items from the floor, grasp items.
   Read and understand complex materials.
   Solve mathematical problems.
   Write a concise statement of a problem its recommended solution.
    
    
   Education and License/Training Requirements: 
    
   High School graduate or equivalent, to include or supplemented by courses in computer science, typing, office practice, business English, accounting, AND 7 (seven) years of clerical/administrative experience, ONE year of which must have been at the level of Administrative Assistant III.
    
   OR
    
   AA degree in Office Administration or Business Management AND five (5) years of clerical/administrative experience, one of which must have been at the level of Administrative Assistant III.
    
    
   Valid Class C License or Equivalent.
    
    
   Upon an employment offer, applicants must submit to a substance abuse test and complete criminal background check. EOE
   Annual Salary:  $40,676 – 55,782 
   Depending upon experience
